Council Aviation Recovery Task Force (CART) outcomes

 

In October 2021, the Council of the International Civil Aviation Organization (ICAO) adopted revised recommendations by the Council Aviation Recovery Task Force (CART) and the fourth edition of the CART’s guidance document Take-off: Guidance for Air Travel through the COVID-19 Public Health Crisis (TOGD).

 

The revised recommendations relate to: testing strategies; vaccination practices; the recording of testing, recovery and vaccination evidence in an internationally and globally interoperable format; the promotion of a harmonized approach to facilitate international travel and the entry of fully-vaccinated and recovered passengers; and the transition from the COVID-19 Contingency-Related Differences (CCRD) system to the Targeted Exemption (TE) system. Following a three-month transition period, in June 2021, the TE system replaced the CCRD system as the main mechanism for States to share information about operational safety exemptions related to the pandemic.

 

Together with the updated Manual on COVID-19 Cross-border Risk Management (Doc 10152), the CART recommendations and fourth edition of the TOGD served as reference materials for the High-level Conference on COVID-19, held from 12 to 22 October 2021.
