Addressing the low response rate by Member States to ICAO State letters
ICAO has begun implementation of measures to reduce the overall number of State letters as well as changes to the format of the State letters. These steps, together to those already taken in response to Assembly Resolution A39-21 — Addressing the low response rate by Member States to ICAO State letters, should help elevate the issues that have kept the response rate at around 30 per cent. Other efforts are ongoing to address, in particular, the response rate to State letters regarding Annex amendment proposals, including a reduction in the frequency of amendments to Standards and Recommended Practices, and an increase in the time allowed for responses.
