The Safety Management Manual (SMM) (Doc 9859)

Guidance material on safety management principles and concepts, State Safety Programme (SSP) and Safety Management System implementation are contained in the ICAO Safety Management Manual (SMM) (Doc 9859).

Safety Intelligence Manual (SI) (Doc 10159)

The manual provides enhanced guidance to support the provisions in Annex 19 – Safety Management, Amendment 2, Chapter 5. It contains guidance on the collection, processing and analysis of safety data and safety information to support the development of safety intelligence, as well as content related to the sharing and exchange of safety information and safety intelligence. This manual also complements the Safety Management Manual (Doc 9859).  

The 1st edition of the ICAO Safety Intelligence Manual (Doc 10159) has been published in English and is now available on ICAO-NET under “Publications” and “Documents”. The document is also available (read only) on the ICAO eLibrary. The first edition is also be available for purchase on the ICAO store. 

Practical Examples and Tools

To address the needs of diverse aviation community implementing safety management and a recommendation stemming from the second High-level Safety Conference held in 2015, the Safety Management Implementation (SMI) website (www.icao.int/smi) has been developed to complement the 4th edition of SMM. The SMI website will serve as a repository for the sharing of practical tools and examples of safety management implementation. Safety Oversight Manual (Doc 9734)

Further comprehensive guidance to support the development of safety oversight can be found in the ICAO Safety Oversight Manual (Doc 9734) Part A and Part B. Part A explains the Establishment and Management of A State's Safety Oversight System, and Part B introduces the Establishment and Management of A Regional Safety Oversight System.
