ICAO will conduct a Facilitation Regional Forum on Air Transport Facilitation on 7 and 8 July 2025 at the Ministry of Foreign Affairs premises in Ulaanbaatar, Mongolia, hosted by the Government of Mongolia.
The Forum is intended to provide an opportunity for discussions related to the recently concluded 2024 Year of Facilitation (FAL2024) and will focus on challenges and opportunities for States in and neighboring ICAO's Asia-Pacific region. It should allow participants to continue the global conversations initiated at the recent ICAO Facilitation Conference and to further explore Facilitation-related topics from a regional perspective in advance of the 42nd ICAO Assembly.

The hosting of the Forum by Mongolia coincides with their celebration of 100 years of Civil Aviation Development, a centenary that will be marked during the event.
Participation of decision-makers (Directors General, Deputies and managers) across all areas of facilitation is solicited as well as passport issuing and civil registry offices, aviation security authorities, border control and law enforcement agencies, customs, aircraft and airport operators, and other relevant stakeholders.
The event, to be conducted in English language, will address various areas of Annex 9 — Facilitation to the Convention on International Civil Aviation, recognizing the recent 75th Anniversary of its first publication. It will offer an opportunity for ICAO to collaborate with its Member States and its stakeholder community to highlight the significance of air transport facilitation, enhance global awareness of Annex 9 provisions, and consider improvement of approaches to the clearance of aircraft, people and goods through the formalities required at international borders. The Forum will particularly focus on how to enhance the passenger experience in the context of rapid technological evolution.
