BRIEF DESCRIPTION:
In this webinar, ICAO will address unique opportunities demonstrating the benefits of UAS during the current health crisis. The guidance information that will be presented will assist States and UAS operators to enable UAS operations safely and effectively. Topics of discussion during the webinar will include Safety Management, the UAS Tooklit, UAS model regulations, U-Aid Guidance (for humanitarian purposes), Carriage of Dangerous Goods, and the UTM framework.

SPEAKER BIOS:
Leslie Cary
Leslie Cary is the Chief of the Remotely Piloted Aircraft Systems (RPAS) Section in the Air Navigation Bureau at the International Civil Aviation Organization (ICAO). Ms. Cary is responsible for managing the work programme and coordinating all developments related to UAS / RPAS within the ICAO framework, including UAS traffic management (UTM). This involves working with Technical Panels, Study Groups, Advisory Groups, Task Forces and relevant external bodies on development of Standards and Recommended Practices, procedures and guidance material which will establish the basis for global interoperability and harmonization of RPAS, UAS and UTM.
JC Shine
JC Shine is a Technical Officer in the Remotely Piloted Aircraft Systems (RPAS) Section in the Air Navigation Bureau at the International Civil Aviation Organization (ICAO). Ms. Shine has been with the RPAS section for 2 years. Projects she has contributed to at ICAO include the ICAO UAS Model Regulations and Advisory Circulars, the Humanitarian Aid and Emergency Response Guidance, the ICAO Unmanned Aviation Fundamentals course and similar guidance and training materials.
Ms. Shine has a Bachelor of Science and an MBA from Oklahoma City University and two associates degrees, one in unmanned aerial vehicle flight operations. Ms. Shine is seconded from the U.S. FAA where she is an Operations Safety Inspector with emphasis on UAS. While with the FAA, she has served as a UAS focal point in addition to field duties until joining headquarters where she served on the UAS rulemaking team with other policy responsibilities.
