ICAO Paris Office hosts first EUR/NAT regional FF-ICE Workshop advancing collaborative trajectory-based operations, Paris, France - 17 to 19 February

On 17–19 February 2026, the ICAO EUR/NAT Office hosted the first regional workshop in the EUR/NAT area dedicated to implementation of Flight and Flow - Information for a Collaborative Environment (FF-ICE), bringing together States, ANSPs, industry partners and international organizations to advance implementation planning and knowledge sharing.
 

Over three days, participants explored the evolving FF-ICE ecosystem from global provisions and the transition strategy toward the FF-ICE implementation and eventually cessation of the ICAO 2012 flight plan, to practical implementation experiences, data exchange models and regional planning initiatives.

Key highlights included:

• Relationship of FF-ICE and SWIM, TBO and wider ATM modernization efforts
• Lessons learned from early operational deployments and stakeholder collaboration
• FIXM as a key data exchange model supporting FF-ICE messaging and interoperability
• Operator and ANSP perspectives on implementation challenges and mixed-mode operations
• Regional transition planning and development of the FF-ICE/R1 implementation roadmap

The workshop also supported the establishment of the ICAO EUR/NAT FF-ICE Task Force, reinforcing regional coordination, harmonization and knowledge-sharing in support of future FF-ICE services.
