The 13th ICAO EUR Performance-Based Navigation Consolidation Task Force (PBNC TF/13) and 14th EUROCONTROL Navigation Steering Group (NSG/40) meeting was held from 29 September to 01 October 2025 at EUROCONTROL Headquarters in Brussels, Belgium. Co-chaired by EUROCONTROL and the Netherlands, the hybrid meeting welcomed 185 participants, including 110 remote attendees.
Key discussions centered on the continued implementation of PBN across the EUR region. The meeting also discussed the growing threat of GNSS interference, with EUROCONTROL presenting updates on mitigation initiatives and the operational impact of jamming and spoofing. Tools such as Sherlock and AUGUR were showcased for their capabilities in monitoring CNS systems and supporting resilience planning. The European MON concept was also discussed as a framework for ensuring continuity of operations during infrastructure disruptions.

State participants shared national updates, including Kazakhstan’s implementation of PBN procedures at multiple aerodromes, Italy’s SID/STAR network development, and France’s ILS rationalization efforts. The importance of sharing lessons learned from GNSS interference incidents was emphasized, with all States and ANSPs encouraged to contribute to future meetings.
The meeting also reviewed the relevance of PBN guidance documents EUR Doc 029 and 025. It was agreed that certain sections, particularly those related to baro-VNAV and RNP APCH, should be updated and retained, with recommendations to be forwarded to the EASPG.
Looking ahead, the next PBNC TF/14 & NSG/41 meeting is scheduled for 14 to 16 April 2026 in Paris, France. The group reaffirmed its commitment to advancing PBN implementation, enhancing GNSS resilience, and fostering regional collaboration.
