Progress on ICAO’s Strategic Objectives and Global Plans — Security and Facilitation — Year of Security Culture (YOSC) 2021 achievements

Year of Security Culture (YOSC) 2021 achievements

To support the Year of Security Culture (YOSC), the Secretariat developed security culture tools and resources for use by States. Resources include a permanent ICAO security culture web page, where guidance materials, including security culture toolkits and security awareness campaign packs, are available in six languages at no cost to States. The web page also provides links to security culture best practices, videos, leaflets and training materials, as well as self-assessment questions in all ICAO languages, to help entities to measure and improve security culture in their organizations. Users can also access frequently asked questions and articles providing advice on security culture.

Throughout 2021, the Secretariat delivered numerous presentations on the YOSC and ICAO security tools and resources at regional and national events globally.

Efforts to promote an effective and sustainable security culture in civil aviation were also made through training and assistance. This work involved the incorporation of the new ICAO Security Culture Workshop into the annual Aviation Security Training Centre (ASTC) training programme. Under the programme, the Workshop was delivered on 10 occasions to 131 students from 29 States. The Workshop will continue to be delivered in virtual and in-person classroom formats. The Introduction to Security Culture course developed by ICAO and the United Kingdom Civil Aviation Authority was launched in 2021 and will continue to be delivered in the future.
