Aviation security

 

To support the activities of the Global Aviation Training (GAT) Section, efforts were made under the Implementation Support and Development – Security Programme (ISD-SEC) to provide subject matter expertise in aviation security in the development, review and validation of aviation security courses. These efforts included a review of the Introduction to Security Culture course with the United Kingdom Civil Aviation Authority International (UK CAAi); validation of the Assessing Threat through Behaviour Detection course with the Hong Kong International Aviation Academy (HKIAA); and the deployment of certified aviation security instructors to lead the Management of Airport Security course with Airports Council International (ACI). In partnership with Embry-Riddle Aeronautical University, the Foundations of Aviation Cybersecurity Leadership and Technical Management course was developed and delivered globally.

 

Work was carried out with regional and international organizations to draw on ICAO’s aviation security expertise in the implementation of relevant assistance projects. The Secretariat provided technical input to the United Nations Office of Counter-Terrorism (UNOCT) Programme on Threat Assessment Models for Aviation Security (TAM Programme). Projects related to air cargo security continued to be developed in collaboration with the World Customs Organization (WCO) and United Nations Office on Drugs and Crime (UNODC).

 

In partnership with Concordia University in Montréal, the ICAO Secretariat continued to ensure the successful roll-out of the AVSEC Professional Management Course, which provides an opportunity to learn about best practices in airport security operations. In 2021, 50 students completed the course.

 

Environmental protection

 

To support States in the development of State Action Plans, ICAO continued to carry out capacity-building and assistance activities in the area of environmental protection. Direct support to Member States in the development of their State Action Plans included hands-on guidance on using ICAO-related tools. Regional webinars were held to promote the importance of the State Action Plan initiative in reducing carbon emissions in the aviation sector and to ensure the implementation of State Action Plans in all ICAO Regions.

 

Building on the success of Phase I of the ICAO-European Union Assistance Project, ICAO continued to carry out capacity-building activities during Phase II of the project. Since 2020, ICAO has been supporting 10 beneficiary States across Eastern and Western Africa in developing State Action Plans and selecting and implementing mitigation measures under Phase II.

 

As part of its efforts to build capacities for the timely implementation of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), the Secretariat monitored and coordinated activities under Phase III of the ACT-CORSIA Buddy Partnerships with the support of CORSIA experts in Member States. A total of 134 States (16 supporting States and 118 requesting States) are involved in Phase III, which focuses on the reporting of CORSIA-related data and information to ICAO via the CORSIA Central Registry.
