Furthering its outreach to traditional donors and coupling this with a strengthened engagement with international financial institutions, ICAO continued to secure funding to support States with their civil aviation restart efforts.


State letter 2020/86 issued on 12 August 2020 remains the document through which ICAO is requesting support in the amount of USD 7.5 million and in-kind contributions. The Resource Mobilization Network and Resource Mobilization Platform are respectively used as the coordination and tool facilities to streamline all related efforts.


As of 31 December 2020, a total of USD 655 950 has been mobilized (Received and Pipeline) in donor funding by four ICAO Member States, primarily for the deployment of Implementation Packages (iPacks), representing 9 per cent against the USD 7.5 million State letter target, and leaving a 91 per cent funding gap.


Aiming at enhanced financial management and governance overall, a Standard Operating Procedure (SOP) on Coordination and Funding for Deployment of iPacks is being developed by the ICAO Secretariat. Due to the pressing need for the deployment of the ICAO response to COVID-19 as described in the CART report, “Take-off” document and Global Implementation Roadmap, ICAO is also reprioritizing funds in line with ICAO rules and regulations, towards the deployment of a number of iPacks during 2020 and early 2021.
