COVID-19 and aerodromes and air navigation services


Guidance was designed to ensure continuity of service provision, under appropriate conditions.


Aerodrome Restart iPack

The iPack was developed to facilitate and guide civil aviation authorities (CAAs) and/or aerodrome operators in applying Annex 14 — Aerodromes, Volume I — Aerodrome Design and Operations and other relevant ICAO provisions, to ensure safety, regularity and efficiency of aerodrome operations after a partial or full aerodrome closure due to the COVID-19 pandemic.


Periodicity of flight inspection of radio navigation aids

The Manual on Testing of Radio Navigation Aids (Doc 8071) guidance addresses potential impact of COVID-19 flight restriction on the nominal periodicity of flight inspection of navigation aids. The guidance presents a set of mitigations allowing inspection intervals to be extended under appropriate conditions, subject to engineering evaluation, additional monitoring and ground maintenance reinforcement.


Air Traffic Control Officer (ATCO) recency requirement extension

Reference guidance was developed and provided to address potential impact of COVID-19 related health issues on ATCO’s ability to excise the privileges of a rating or ratings. The guidance presented a set of mitigations allowing States to waive the Annex 1 — Personnel Licensing requirement whereby a rating becomes invalid when an air traffic controller has not exercised the privileges of the rating for a period not exceeding six months.


ATCO training alleviation as a consequence of COVID-19 spread

Reference guidance was developed and provided to States to address potential impact on the demonstration of an appropriate level of skill by a trainee air traffic control officer (ATCO) where, due to COVID-19, the levels of air traffic were significantly reduced. The guidance presented a set of mitigations allowing States to excise judgment with regard to the Annex 1 — Personnel Licensing requirement whereby a trainee must demonstrate, at a level appropriate to the privileges being granted, the skill, judgement and performance required to provide a safe, orderly and expeditious control service.


Air Traffic Management (ATM)

Information and guidance to support collaborative decision-making (CDM) between all ATM stakeholders at national, regional, and inter-regional levels for the effective coordination and management of traffic during the disruption caused by the COVID-19 pandemic was developed and provided via a bespoke webpage.
