In conjunction with the ICAO Aviation Security (AVSEC) Panel's Working Group on Training, ICAO has produced an ICAO Insider Threat Toolkit, to assist organizations operating in the aviation environment to better react to the ever-evolving insider threat.
The Toolkit provides insider threat mitigation measures and tools and supports a wider understanding of security culture and its evolution. This is important as establishing a positive security culture is essential to help mitigate insider threats.
The Toolkit will be translated into all ICAO languages shortly.
