​Fundamentals of Security Culture: E-learning Training Package


ICAO has produced an interactive Fundamentals of Security Culture e-learning training package to provide users with a comprehensive understanding of security culture and its importance in an aviation environment.

Learning objectives include:


  •  Educating staff on improving their security performance;
  •  Encouraging good security practices and knowing what do when incorrect practices are observed;
  •  Understanding the wider benefits of a positive security culture; and
  •  Appreciating how to build and maintain a secure airport environment.


This training provides users with a clear message of what is expected of them in regards to their security posture and behaviours, along with an appreciation of what practical actions they (and others) could undertake to implement an effective security culture.


The e-learning training is available in different modules for non-security staff, security staff, and senior managers and is suitable for personnel working for Appropriate Authorities, Airport Operators, Aircraft Operators, Regulated Cargo Agents, Regulated In-flight Suppliers, Customs Agencies, Border Control Agencies and Law Enforcement Agencies. This e-learning training is relevant to all staff who work in the aviation environment, e.g. cleaners, retail assistants, taxi drivers.


The e-learning training takes approximately 2-3 hours to complete, with users receiving an ICAO certificate upon successful completion of the training. There is no cost or fee to take this training.


Persons wishing to take the e-learning training should first enrol following the link below. Upon enrolment, the e-learning user (participants) guide and additional information will be provided as well as information for accessing the material.


Participants will be requested to indicate if they are non-security staff, security staff, or senior manager in order to access the appropriate course material.
