New:
The ICAO Position for the ITU World Radiocommunication Conference in 2027 (WRC-27) is now available.
Action required: To consider the ICAO Position when developing your State's position for WRC-27, CAA representation in your State’s Delegation participating in WRC-27, and to support the ICAO Position during WRC-27
The Frequency Spectrum Management Panel (FSMP) was established in 2015 to manage aeronautical frequency spectrum in order to ensure sufficient access to the resource for the provision of aeronautical communication, navigation and surveillance services (CNS) in an efficient and safe manner.

The FSMP advises the Air Navigation Commission on frequency spectrum related matters relating to implementation and coordination of Communication, Navigation and Surveillance services.
The panel develops the ICAO Position and other material as necessary to support the update of the ITU Radio Regulations (RR) which are the international instrument governing the use of radio frequency spectrum on a worldwide basis. The RR are updated through regular ITU World Radiocommunication Conferences, held every three to four years.
The panel develops and maintains the ICAO Spectrum Strategy and the ICAO Policy on Radio Frequency Spectrum, necessary to enable the advancement of technological developments and innovation, in order for aviation to efficiently manage the finite and limited frequency spectrum resource.
Objectives
Address issues of interference from aeronautical and non-aeronautical sources.
Historical
In 1998, as a result of a review of the work of the Frequency Management Study Group (FMSG), it was identified that the task of aeronautical frequency spectrum management would need to be assigned to a new Panel of the Air Navigation Commission. As an interim measure, this work was assigned to the Aeronautical Mobile Communi cations Panel (later Aeronautical Communications Panel (ACP)) Working Group F (WG-F).
WG-F meeting reports and other frequency spectrum relevant material, up to and including the meeting of WG-F/32 in February 2015, can be found on the ACP website: http://www2023.icao.int/safety/acp
