Flight Procedure Design Course - Module 1

ICAO Asia-Pacific Flight Procedure Programme (FPP) conducted the Flight Procedure Design online Course - Module 1 from 06 to 17 March 2023. This training course was conducted through a combination of online and onsite mode, and was focusing on the traditional and PBN departure procedures (SIDs).

Total 71 participants from 18 APAC states/administrations which including Cambodia, China, Fiji, Hong Kong(China), India, Sri Lanka, Laos, Maldives, Malaysia, Myanmar, Mongolia, Nepal, Philippines, Republic of Korea, Pakistan, Thailand, Singapore, Vietnam, and 5 states which from Europe and Mid East,  attended this training course. 




The Fourteenth Meeting of the ICAO Asia Pacific Flight Procedure Programme Steering Committee(FPP/SC14​)​​​​​​​​​​​​​​​​​​​


The 14th Steering Committee Meeting (SCM) of the Asia-Pacific Flight Procedure Programme (APAC FPP) was held virtually from 29 to 30 November 2022. The meeting was attended by 21 participants from eight active participating States/administrations and ICAO.

The FPP Manager presented the accomplishments of the ICAO APAC FPP activities in 2022. The activities provided to the FPP Member States mainly focused on training courses which included 251 participants from 24 States, procedure design support including technical consultations to three States, updated training introduction on the FPP website, FPP Guidance Material development and Technical cooperation with MID FPP.

The meeting unanimously endorsed the 2023 work plan and annual budget for 2023. In addition, the meeting collectively agreed to continue the FPP to Phase V (from Jan 2024 to Dec 2026).

The Thirteenth Meeting of the ICAO Asia Pacific Flight Procedure Programme Steering Committee(FPP/SC13​)

The 13th Steering Committee Meeting(SCM) of the Asia-Pacific Flight Procedure Programme (First SCM in Phase 4 of FPP) was held through teleconference, from 9 -10 December 2021. A total of 30 participants attended the meeting, including Representatives from Active Participating States, FPP Chairman and ICAO Officers. The meeting noted the progress of FPP's work in 2021 (First year in phase 4 of FPP)and approved the FPP Work Plan and Budget for 2022.

SCM10:

The 10th Steering Committee Meeting (SCM) of the Asia-Pacific Flight Procedure Programme (FPP) was held in Paris, France, on 18 and 21 February 2019. A total of 20 participants attended the meeting, including Representatives from Active Participating States, FPP Chairman and ICAO Officers. The meeting noted the progress of FPP work in 2018 and approved the FPP Work Plan and budget for 2019. The meeting also considered the proposal for Active Member States for FPP Phase 3.

 

TRAINING:

FPP has provided flight procedure design training to APAC FPP Member States in 2019. As end of May 2019, three training courses with 55 participants from 14 States/Administrations have been delivered in China in support of the implementation of the Steering Committee's priorities. The courses conducted were the "Quality Assurance Course", the basic "Initial Course for Procedure Designers and the "PBN Flight Procedure Refresher Training Course".

 

PROJECT:

The FPP in-house instructors completed 6 States/Administrations (7 airports) of Macao China, Thailand, Bangladesh, East-Timor, Sri Lanka, Nepal fight procedures design/ground validation/consulting.


FPP Procedure Design Refresher Course (No.6)​

FPP have successfully conducted the FPP Procedure Design Refresher Course (No.6) specially focused on Vertical Guided Approach during the 21th -25th of May, 2018 in Hong Kong, China.

Total 19 participants from 8 different states including Cambodia, Indonesia, Laos, Myanmar, Philippines, Republic of Korea, Singapore and Vietnam have attended the course. This training course incorporated the latest amendment of PANS-OPS with a special focus on vertical guided approach. It was opened to advanced trainees who were required to have successfully completed a PANS-OPS Procedure Design Initial Course and a PBN Procedure Design Course and have experienced actual procedure design work.

The whole course was held in Hong Kong International Aviation Academy(HKIAA) and delivered by FPP Guest instructors from Hong Kong CAD. It is the first time FPP delivered its training course in a venue different with Beijing. Recognizing the importance of FPP in terms of assisting State in developing their own procedure design capability, FPP Members committed to provide  more support to this programme  in Phase III (2018-2020), such as contributing expertise or resources (venue and facilities).


The Eighth Meeting of the ICAO Asia Pacific Flight Procedure Programme Steering Committee(FPP/SC8​)​​​


​​​​​news_副本.jpgRecognizing that there was a strong need in the APAC region for the services of the FPP, the FPP Steering Committee endorsed the extension of the Programme into Phase 3 (2018-2020) and the selection of China as its host State during its eighth meeting on July 11th-13th, 2017. In the Phase 3, the FPP is approaching the target of a centre of excellence in the field of flight procedure design, by enhancing internal process, expanding value creation and increasing public visibility. Comparing to its Phase 2, the FPP is going to provide more advanced courses to accommodate the requirements of states, including Helicopter Point in Space, RNP AR Procedure Design, RNP/RNAV to xLS Procedure Design and other new procedure training to follow up ICAO amendments. In the meantime, the FPP would also deliver new training on regulatory oversight of the procedure design service provision including the approval process for the flight instrument procedures to facilitate the Flight Procedure Approval. Besides training, the FPP would give more emphasis on the PBN implementation support in terms of procedure design. ​


FPP Activities Summary In 2017

FPP continues to assist in flight procedure training, validation and implementation, to APAC FPP Member States in 2017. As of Nov.16, 2017, five (5) training courses with 94 participants from 13 States/Administrations have been delivered in China in support of the implementation of the Steering Committee’s priorities. The courses conducted were the basic ‘ICAO Procedures for Air Navigation Services — Aircraft Operations (PANS-OPS)’ Initial Course for Procedure Designers; the PBN Procedure Design Course (twice); the PBN Flight Procedure Refresher Training Course and Flight Procedure Quality Assurance Course. Among them, it was the first time for FPP to deliver Quality Assurance course. FPP in-house instructors with the support from external capacity developed this Course. The FPP also provided consulting service to the Indonesia ILS CAT E project and assisted VAAH prelim study project.
