Establishing and Maintaining a National Air Transport Facilitation Programme

DESCRIPTION

This Implementation Package (iPack) is a self-contained package to assist and guide Civil Aviation Authorities (CAAs) in the implementation of ICAO Annex 9 — Facilitation provisions related to the National Air Transport Facilitation Programme (NATFP) for establishing effective oversight mechanisms. It includes relevant documentation, tools, and an optional virtual classroom course to assist the process. A dedicated subject matter expert will work remotely with the CAA, providing guidance in their implementation efforts to achieve the objectives of the iPack. The level of progress made in achieving each iPack objective depends on the availability of CAA’s resources to perform the work.

 

GOAL

 

The goal of this iPack is to assist states in establishing and enhancing their national oversight systems to effectively implement Annex 9 Standards. It focuses on developing frameworks for regulatory compliance, quality control, and continuous monitoring to ensure that these standards are met consistently, thereby improving overall regulatory oversight and quality control in participating States.


OBJECTIVES


After having successfully deployed this iPack, CAAs and/or lead agency in charge of establishing and implementing National Facilitation Oversight mechanisms will be better equipped to meet the objectives of this iPack, which are to:

 

  1. create a comprehensive framework for the implementation and compliance monitoring of Annex 9 Standards;
  2. establish quality control activities to ensure ongoing compliance with the standards;
  3. develop effective monitoring and evaluation mechanisms to assess compliance and identify areas for improvement;
  4. foster collaboration among all relevant stakeholders to ensure the successful implementation of Annex 9 Standards; and
  5. enhance the knowledge and skills of national regulatory bodies and stakeholders on Annex 9 Standards.

 

TARGET AUDIENCE


The target audience of this iPack comprises:

 

  • Civil Aviation Authorities; and/or
  • lead agency in charge of establishing and implementing National Facilitation Oversight mechanisms.

    • Dedicated National Air Transport Facilitation Programme Expert, for a duration of 20 workdays over a period of three months, providing remote technical assistance to achieve the objectives of the iPack.
