Aviation Security Assistance and Capacity-building

 

In 2016, ICAO continued its efforts to coordinate assistance and capacity-building activities between ICAO and States, other international and regional organizations and industry under the framework of the ICAO Aviation Security Assistance and Capacity Building Strategy to ensure the effective use of limited assistance resources.

 

Assistance was prioritized using risk management principles and the expressed commitment of States to improve. ICAO engaged in assistance activities with 33 States during 2016, providing assistance via a number of avenues, including cost-recovery programmes and Aviation Security Improvement Plans (ASIPs).

 

In other areas, ICAO remained actively involved in facilitating and coordinating the work of regional partnerships, which included support for the implementation of the Cooperative Aviation Security Programmes (CASPs) in the Middle East and Asia-Pacific Regions and the implementation of the Africa Security and Facilitation Initiative (AFI SECFAL), as well as with various regional aviation security groups and forums, including, but not limited to: the ICAO-WCO Joint Workshop on Air Cargo Security and Facilitation in Rabat, Morocco; the Sixth Meeting of the Aviation Security and Facilitation Regional Group (AVSEC/FAL/RG/6) in Lima, Peru; and the ICAO EUR/NAT AVSEC Group (ENAVSECG/05) in Paris, France. ICAO also continued to work closely with international organizations, such as the United Nations Office on Drugs and Crime (UNODC). In the third quarter of 2016, ICAO partnered with the UNODC in Amman, Jordan, to conduct the Aviation Security Training Programme (ASTP) on Air Cargo and Mail Security as part of the UNODC’s Cargo Container Programme, with attendees from Jordan and Pakistan. The partnership between ICAO and the UNODC is expected to continue into 2017.

 

Leveraging information that is now available from the Universal Security Audit Programme – Continuous Monitoring Approach (USAP–CMA) and project management information, ICAO continued to develop aviation security assistance performance indicators that will measure the efficiency and effectiveness of assistance to States. Additionally, ICAO undertook efforts to collaborate with international partners to review and update assistance offerings to ensure alignment with Annex 17 Standards and internationally accepted best practices.
