Aviation Security Oversight


This Implementation Package (iPack) is a self-contained package to assist and guide Appropriate Authorities for Aviation Security (AAs) in the implementation of ICAO provisions. A dedicated subject matter expert (SME) will work remotely with the AA, coaching and guiding their implementation efforts to achieve the objectives of the iPack. The SME and the AA will agree and prioritize the iPack objectives to be addressed during the SMEs contracted period of support. The level of progress made against each iPack objective is dependent on the availability of AA resources to perform the work.

 

GOAL 

Supporting ICAO Member States that need assistance to build and strengthen their ability to meet obligations for civil aviation security under the Chicago Convention and to assist and guide Appropriate Authorities for Aviation Security monitoring the implementation of measures to protect civil aviation against acts of unlawful interference.

 

OBJECTIVES

After having successfully deployed this iPack, AAs and other relevant entities in charge of overseeing the implementation of security measures, and drafting national regulations and/or procedures for implementing ICAO Annex 17 — Aviation Security provisions, will be better equipped to:

 

​1) improve the State’s capability to apply risk management principles and manage aviation security risks;
​2) update State’s quality control programme and procedures to reflect national requirements;
​3) improve strategies for planning and conducting aviation security monitoring activities using a risk-based approach; and
​4) ​develop and implement quality control tools to strengthen the aviation security system.

 

TARGET AUDIENCE

Appropriate Authorities for Aviation Security (AAs) and other relevant stakeholders responsible for the implementation of the National Civil Aviation Security Programme.

 

COMPONENTS

  • Expertise:
    • Dedicated subject matter expert, for a duration of 15 workdays over a period of three months, providing remote technical assistance to achieve the objectives of the iPack.


  • Workshop:
    • Aviation Security Quality Control Management -  customized, 12 participants for a duration of 5 days

Cost: $19,990 US


*Additional seats for training as well as expert workdays can be provided at an additional cost.
