International civil aviation is a catalyst for economic growth, market connectivity, and global prosperity.  

ICAO's Strategic Plan for 2026-2050 will ensure the development of an economically viable and inclusive aviation system that delivers measurable benefits to all nations.

ICAO is focused on enhancing global air connectivity, modernizing aviation infrastructure, and fostering fair and open competition. We will address key issues such as air transport liberalization and continue to facilitate the negotiation of bilateral and multilateral air service agreements.

ICAO will place particular emphasis on airport expansion, runway modernization, and the implementation of advanced air navigation systems. To help bridge critical financing gaps, ICAO will also advocate for increased public-private partnerships and explore innovative financing mechanisms.

Finally, the Organization will work to ensure that economic and regulatory frameworks foster innovation.
