Major Projects in 2020


Enterprise Technology Services worked on new system developments for the Technical Cooperation Bureau (TCB), where two additional releases of its Business Process Management Solution (BPMS) were provided. A new tendering system for the Procurement system was acquired and was implemented in 2020. Also, a new system (LeanIX) to support Enterprise Architecture and serve as a background repository for documenting the Organization’s application landscape is being implemented. Improvements were made to the Council Website and Secure Portal. Further infrastructure projects, such as Multifactor Authentication rollout for ICAO staff, were also completed. Microsoft Teams and Zoom were launched as virtual meeting platforms.


Business Technology Services delivered several new projects: The Global Aviation Training (GAT) Office also had its training platform, the TRAINAIR PLUS Electronic Management System (TPeMS) expanded and improved, the revenue-generating Implementation Package (iPack) project was processed and completed successfully, along with major development for the ICAO instructional systems design (ISD). The development of the ICAO green meeting calculator (IGMC) and ICAO Carbon Calculator Emission Calculator (ICEC) Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) tools was also completed and significant work was completed on the ICEC Application Programming Interface (API) and CO2 Estimation and Reporting Tool (CERT) standalone application. The website of aeronautical agreements and arrangements was also launched successfully (WAGMAR) with approval from the Secretary General. The new Oracle-based UN recruitment platform INSPIRA was integrated and launched successfully along with the successful launch of the INSPIRA ICAO career site. Major upgrades or redevelopments were also carried out on several business applications, such as the ICAO OPS Control directory (OPS CTRL), Aircraft Type Designators (Doc 8643) as well as the integrated work programme (IWP). Finally, major work was completed for the new three-letter designator (3LD) designator.
