Air transport Facilitation policy and related guidance: Developments pertaining to Annex 9 — Facilitation


Training to enable staff from Civil Aviation Authorities and border control authorities on Annex 9 provisions and the development and implementation of a National Air Transport Facilitation Programme (NATFP) and National Air Transport Facilitation Committees (NATFC) was been delivered on-line in ICAO’s Middle East, African and South American regions.


ICAO Traveller Identification Programme (TRIP) Strategy


ICAO developed guidance material to assist Member States engaging with the airline industry by providing them a template National Implementation Guide and a template Passenger Information Unit (PIU) Carrier Engagement Guide and an associated Airline Industry Questionnaire.


ICAO participated along with UN partners in technical assistance in Azerbaijan, Botswana, Cote d’Ivoire, Gambia, Maldives, Sierra Leone and Sudan. In addition, a TRIP webinar initiated by Naif Arab University for Security Sciences(NAUSS), Saudi Arabia, was held on 24 and 25 November 2020. This webinar was co-hosted by ICAO and the International Organization for Migration (IOM) in order to enhance States’ understanding of ICAO requirements on implementation of travel document.


ICAO Public Key Directory (PKD)


Four ICAO Member States joined the PKD in 2020, taking the number of participants to 75. Participant usage of the system also improved in the period, with 65 per cent of participants uploading their relevant data on a regular basis compared to 45 per cent in 2019.


The first ICAO Master List, comprising public key certificates from the ICAO PKD, was published on 3 March 2020.
