TCB’s Field Personnel Section (FPS) recruitment and deployment of international field experts and consultants:




Of the total of 341, 292 were male (86 per cent) and 49 were female (14 per cent), which represented a significant increase in the total percentage of female experts recruited i.e. from 6 per cent in 2019 to 14 per cent in 2020.

 

There were 60 whose contracts were carried over from 2019 to 2020, and 501 national project personnel who were serving as at 31 December 2020. 


In summary, FPS administered a total of 902 field experts in 2020 (401 international experts and 501 local personnel). These experts served as advisers to national civil aviation administrations, as instructors at training centres or on the job, and, where States lacked the capabilities, as executive personnel providing governments with operational and administrative services, including safety inspections. 


A total of 402 recruitment requests were raised and processed in 2020, compared to 440 in 2019, equivalent to an 8.6 per cent reduction in the demand for international experts (which could be attributed to the impact of the COVID-19 pandemic) out of which:

 

  • 350 recruitments were completed, of these 341 experts were deployed in 2020 and nine were carried over to 2021;
  • 24 recruitment requests were pending completion and were therefore carried over to 2021; and
  • 28 recruitment requests were cancelled before the finalization of the process.

A point to note is that over the past five-year period, TCB maintained a gradual and consistent increase in deployments of internationally recruited experts. However, in 2020 there was a 5.8 per cent decrease in the number of experts deployed in comparison to 2019, as illustrated in Figure 2 above, which directly correlates with the reduction (8.6 per cent) in the total number of recruitment requests received, reported above.

 

TCB ensured effective quality management of human resources by providing administrative support services to experts deployed to the field. This includes the administration of contracts, salaries, benefits and entitlements facilitating TCB’s retention of field personnel.

During the reporting period, TCB administered a total of 525 contracts for locally recruited personnel, out of which 24 were separated during the year, leaving the total number of local personnel at 501 for 2020.

 

The percentage of international experts increased from 32 per cent in 2019 to 44 per cent in 2020, while the percentage of local personnel decreased from 68 per cent in 2019 to 56 per cent in 2020.


Field service experts contributed to the achievement of ICAO’s Strategic Objectives by providing capacity-building support and knowledge transfer to support the implementation of ICAO’s Standards and Recommended Practices for a safe and secure global aviation system.
