ICAO Programme for Aviation Volunteers


The ICAO Programme for Aviation Volunteers (IPAV) is part of a larger ICAO strategy to assist States in addressing shortcomings identified during audits, in order to achieve high levels of effective implementation of ICAO SARPs. Assistance is also provided in non-audit areas in response to requests from States, subject to availability of experts with the required skill sets.


An IPAV Voluntary Fund has been established for the deposit of contributions to the Programme from client States, United Nations organizations, the aviation industry, international entities and other third parties. A summary of contributions received to date is provided below.




A recruitment portal was established with over 78 prospective advertisements.


During 2020, IPAV projects MEX20301 (Mexico) and RLA20301 (Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia and Saint Vincent and the Grenadines) were initiated to assist in the strengthening of safety oversight systems, establish the guidelines for a comprehensive work programme and address the shortcomings on the legal frameworks to ensure the sustainability of the safety oversight systems in the participating States in full compliance with ICAO Standards.


Since the inception of the Programme, TCB has implemented 12 IPAV projects with expenditures in the amount of USD 118 000. These projects have assisted Civil Aviation Authorities in relation to Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) matters in the area of aerodromes and ground aids (AGA), including the provision of inspector training and development of guidance material, the development of action plans for the implementation of State Safety Programmes (SSP), the provision of guidance for the implementation of a safety oversight system, the management of an upgrade to State air navigation services in compliance with ICAO Standards and Recommended Practices (SARPs) and the provision of expertise in aviation law and civil aviation master planning.
