​Welcome to the ICAO South American Regional Office, which was established in Lima, Peru, in November 1948. It is accredited to all South American States. This Region encompasses the area between Panama and the Antarctic, including an important part of the Atlantic and Pacific Oceans. 


ICAO South American Region covers 27 Flight Information Regions (FIRs). The Regional Office fosters the implementation of ICAO Standards and Recommended Practices (SARPS) by providing assistance to States and providing oversight activities to validate effective implementation of ICAO international standards.

The ICAO South American Regional Office is also the headquarters of the Regional Safety Oversight System known as SRVSOP, created after the signing of a Memorandum of Understanding (1998) among ICAO and the Latin American Civil Aviation Commission (LACAC). SRVSOP is the Regional Safety Oversight Organization that develops and maintains up-to-date the Latin American Civil Aviation Regulations known as LARs.

SAM States issued the Bogota Declaration

Lima (9 December 2013) – The Thirteenth Meeting of Civil Aviation Authorities of the SAM Region (RAAC/13) (Bogota, 4-6 December 2013) issued the Bogota Declaration, supported by SAM States and also Cuba and United States, as observer States. ACI-LAC, ALTA, CANSO, LACAC, IATA, AIRBUS, ARINC and EMBRAER present at this event also sustained the document. The aim of the Bogota Declaration is that SAM States implement the air navigation and safety oversight priorities in accordance with the regional goals agreed for the period 2014 – 2016 and that the international organizations support them...more
