The objective of the  meeting is to present the actions taken by the Regional Office in response to the effects of the COVID-19 outbreak.

Also in that meeting, the Regional Office wishes to present an initiative dedicated to gather efforts and attention to the air transport sector challenges in the region and to develop on a collaborative manner a set of measures that could be applied in response to the current situation and on the recovery process.

Follow up to GREPECAS activities

After a joint analysis between the FAA and the ICAO South American Regional Office (August 2019), it was determined that Colombia could increase its percentage of certified aerodromes and therefore its level of effective implementation (EI) in AGA.  Therefore, the event aims to show Colombia the tools that the United States uses to solve similar problems, showing case studies of aerdromes with infraestructure problems and the process followed by the United States FAA to guarantee safe operation despite the deviation condition, allowing the aerodrome certification.

The objective of the meeting is to supervise and follow up the RASG-PA activities and their team working and, when it corresponds, to approve the proposal projects for the team working, approve and budget management.

Develop a first draft of Vol III of the CAR/SAM Regional Air Navigation Plan for the SAM Region

- Improve security and facilitation of air transport operations, aircrafts, civil aviation installations, travelling staff and public, and discourage and/or diminish potential acts of unlawful interference against civil aviation.

- Provide tools to States to maintain updated regulation, and ensure compliance with air transport aviation security and facilitation regulations from the part of the competent authority in the State, and to Support the necessary arrangements for their implementation in the state’s international airports.
- Plan and coordinate workshops/seminars and work meeting to help States to manage risk and improve response to it, as well as encouraging cooperation and support among States.
- Develop and approve metrics for the GASeP implementation.
- Act as liaison between States, regional organization, involved stakeholders and ICAO to report GASeP progress in the Regions.

Familiarize participants with the USAP-CMA, as well as with the tools and methodology used for the preparation, conduct and presentation of aviation security auditing reports and other observation activities that are carried out within the framework of the new approach that has been applied since January 2015.

The course has the objective to train SRVSOP operations inspector pilots on the UPRT requirements established in LAR 61, 121, 135 and 142, in UPRT procedures, training programme and advisory circular in order to be able to carry out the corresponding UPRT approvals and provide orientation to the industry in this kind of training.
Also, it has as objective to provide feedback from the operation inspectors, to allow the Technical Committee to analyse improvement opportunities for established requirement and procedures.

The main objective of the regional seminar will be to ensure awareness and knowledge of the Runway Global Reporting Format (GRF) for Runway Surface Condition in preparation for its deployment by States, in particular to ensure that there is an understanding of associated ICAO SARPs and guidance material amongst stakeholders.

Given the success of the first ICAO seminar on green Airports, which took place in November 2017, this second seminar will present an update on the progress made so far, and will deal with new and emerging aspects of the management Airport and best environmental practices. The topics covered will reflect the diversity of activities required by the management of a "green airport", including adaptation to climate change, renewable energies, community participation and reporting on sustainability, always focused on the evolution of best practices since the 2017 seminar. The Fifteenth Meeting of Civil Aviation Authorities of the SAM Region (RAAC/15), held in Asunción, Paraguay, from 4 to 6 December 2017, agreed on Conclusion RAAC/15-4, through which SAM States were urged to coordinate the necessary actions to align the AVSEC/FAL Regional Group Strategic Plan with the GASeP, for presentation to the next AVSEC/FAL/RG/8 Meeting.

Third Seminar/Workshop on the Implementation of Airports – Collaborative Decision Making (A-CDM)

To inform NCMCs and other users of the latest tools, updates and functionalities which have been developed to support the USOAP CMA Online Framework (OLF) and their application; 
to address the launching of the revised/updated PQs and its impact on States’ Effective Implementation (EI); and
to practice using the OLF.

To provide aviation security personnel with theoretical and practical knowledge of audits and inspections as part of a National Quality Control system. Nominees should have already attended a specialized AVSEC training activity, such as the National Quality Control Programme Workshop and/or have regulatory experience prior to attending this course.

This twelve day course is designed to train base or entry-level airport security personnel to enforce, monitor and apply airport security measures in accordance with locally approved programmes, and to communicate and cooperate with other airport agencies. The course should be followed by a minimum of six months of practical experience working under the guidance of a qualified Aviation Security supervisor in the field.

Within the framework of ICAO Assembly resolutions on aviation security, the ICAO aviation security declaration, and NAM/CAR and SAM security and facilitation needs, a strategic plan for the NAM/CAR and  SAM ICAO/LACAC AVSEC/FAL Regional Group, based on analysis of strengths, opportunities, weaknesses, and threats in consensus with the AVSEC/FAL/RG mission and vision, long and short-term objectives and strategies to achieve them, and evaluation tools to establish clear goals and development indicators.  States present in the AVSEC/FAL/RG/5 Meeting, decided that this working group should meet annually to update its strategic plan, and measure the progress of the projects and goals established by the group.
