Recruitment of Field Experts  

 

A total of 313 international field experts and consultants were recruited by ICAO (303 for technical cooperation projects, 5 for technical assistance projects and 5 for IPAV projects), of whom 305 were male (97.4%) and 8 female (2.6%) experts. Together with 981 national project personnel in technical cooperation projects, there were 1 354 serving officials, including 60 international field experts and consultants who were already serving in the field. These experts served as advisers to national civil aviation administrations, instructors at training centres or on the job, and, where States lacked the capabilities, as executive personnel providing governments with operational and administrative services, including safety inspections.

 

The recruitment, training and retention of qualified national civil aviation professionals and safety inspectors through technical cooperation projects continued to improve aeronautical authorities’ control and inspection capabilities. Such experts contributed to the achievement of the ICAO Strategic Objectives through the transfer of knowledge in various fields to national counterparts, the implementation of ICAO Standards and Recommended Practices, the development of adequate civil aviation organizational structures, institutional development and capacity-building, and the rectification of safety and security deficiencies.
