Safety aspects of economic liberalization and Article 83 bis
The Legal Commission of the 39th Session of the Assembly noted that the Article 83 bis Task Force had assisted the Secretariat in the development of a draft ICAO Manual on the implementation of Article 83 bis, to update ICAO Circular 295. A peer review of the draft Manual was concluded just prior to the 39th Session of the Assembly, subsequent to which the Secretary General approved publication of the Manual, which is expected in 2017. Work has begun on the Task Force recommendations, as endorsed by the Council at the Seventh meeting of its 207th Session (C-DEC 207/7), with the Secretary General writing in July 2016 to the 22 States not party to Article 83 bis urging ratification as soon as possible.
Preparatory work is underway with respect to the establishment of an interactive web-based registration and publication system for Article 83 bis agreements. Related amendments to Annex 6 — Operation of Aircraft to the Convention on International Civil Aviation are under consideration by the Secretariat in coordination with the Flight Operations Panel of the Air Navigation Commission.
