Differences from ICAO Standards, Recommended Practices and Procedures

ICAO is working diligently to support the globally harmonized implementation of the ICAO SID/STAR procedures. However, it is possible for flight crews to operate where States have implemented procedures that differ from those published by ICAO.

While the Procedures for Air Navigation Services (PANS) do not carry the status afforded to Standards adopted by the Council, and therefore do not come with the obligation imposed by Article 38 of the Convention to notify differences, the provisions of Annex 15 do require States to publish significant differences between national regulations and practices and the related ICAO Standards, Recommended Practices and Procedures in the Aeronautical Information Publication (AIP).

Operators must remain informed and are responsible for being aware of differences in procedures between State regulations and ICAO provisions.
