Safety Information Monitoring System (SIMS)


The ICAO Safety Information Monitoring System (SIMS) is a web-based safety data and information system comprised of different applications which generate indicators in supporting State Safety Programmes (SSP) and Safety Management Systems (SMS). SIMS originates from recommendations of the 2015 High Level Safety Conference and resolutions from the 39th ICAO Assembly to introduce a phased approach for global information exchange. SIMS promotes cooperation amongst States and industry to collect and analyse data pertinent to the monitoring of safety performance.


States interested in participating in SIMS, express interest to their accredited ICAO Regional Office, to initiate the joining process. The platform is designed to encourage the participation of industry stakeholders to contribute to the exchange of safety information. Interested industry stakeholders can become partners to the SIMS, by expressing interest to join the SIMS through the ICAO project-based partnership programme, and agreeing to the terms and conditions as set forth.


Access to data provided to SIMS is limited to the participating States and their approved users. The system is free of charge and accessible 24/7. For more information regarding SIMS, contact



  1. Track key indicators;
  2. Analyse various air navigation efficiency indicators for airspace use;
  3. Prioritize areas with identified safety concerns;
  4. Achieve the targets of the Global Aviation Safety Plan (GASP);
  5. Illustrate bottom line economic and social impacts of aviation development; and
  6. Communicate (to the approved audience) status reports and progress towards agreed goals.
