The Small ad hoc Group on HLM-LTAG (SGHLM) comprising of Council Representatives was established by the ICAO Council, with a specific task of facilitating the drafting of recommendations and expected outcomes of the HLM-LTAG. Since its establishment in January 2022, the SGHLM held numerous meetings, in order to find points of convergence on possible outcome text of the HLM-LTAG. While good advancement in the discussions was made, the SGHLM did not found a consensual agreement on possible outcome text.
Nevertheless, possible outcome text, as a proposal by the Chairperson of the SGHLM, is shared with the HLM-LTAG participants. While it is the Council's Small Group Chair's proposal and does not constitute an agreement by the Small Group, it could provide a good starting point to collect views of the delegates to bridge remaining gaps and seek consensus during the HLM-LTAG.
