Information Sharing- MID States Measures & Guidelines

​In order to prevent and control the spread of COVID-19, the ICAO MID Office urge States to act in accordance with the relevant standards contained within the various Annexes to the Convention on International Civil Aviation (Chicago Convention).

 

States shall adhere with the provisions of the related ICAO Annex 9 - Facilitation provisions to expediting the release and clearance of goods carried by air in order to ensure the sustainability of the global air cargo supply chain and maintain the availability of medication, and equipment such as ventilators, masks and other health and hygiene related goods, which are necessary to assist in reducing the public health risk of the spread of COVID-19. In this regard, ICAO has developed a COVID-19 Page on its public website.

States are requested to provide ICAO with the actions taken to reduce the spread of the COVID-19 by air transport aiming at protecting the health of air travelers and the aviation personnel in accordance with the ICAO Annex 11 provisions.

 

As there is urgent need to reduce the risks of the spread of COVID-19 by air transport and to protect the health of air travelers and aviation personnel, contingency arrangements should be provided, as necessary, as it is incumbent upon the air navigation services provider (ANSP) to ensure that information on exceptions are detailed in the subsequent promulgation of NOTAM. Contingency arrangements should consider potential reduction of staffing across air navigation services personnel, particularly, centres providing ATS and aerodrome services.

States are urged to inform ICAO of any temporary differences that may arise from COVID-19 contingency measures, particularly those related to licensing and certification. States should also indicate, in general terms, whether the State will recognize or accept the validity of certificates and licenses affected by the special temporary measures of other States. The aforementioned information can be provided by the National Continuous Monitoring Coordinator (NCMC) or any other authorized user:

  • via the CCRD sub-system accessible through the EFODs dashboard; or
  • by sending an off-line CCRD form available on the ICAO COVID-19 Operational Safety Measures public website by email to ops@icao.int

Guidance on how to submit the information is provided on the ICAO COVID-19 Operational Safety Measures public website. States are also encouraged to share with ICAO any information on the measures taken during this period providing links when possible. This information should be sent to ops@icao.int . All information, including CCRD reports, will be made available on the ICAO COVID-19 OPS public website.
