The Council off-site Strategy Meeting (COSM) for 2015 was held from 13-14 June at Mont-Tremblant, Quebec, under the theme “Training and Capacity-Building in Civil Aviation”.

 

There were 78 participants at this second Council off-site event, with all 36 Member States on the Council being represented.

 

Eight Representatives to ICAO were also in attendance, along with the leadership team of the Air Navigation Commission and the senior management team of the Secretariat.

 

Over one-and-a-half days, COSM participants were engaged in identifying gaps and priorities and developing general recommendations with respect to training and capacity-building. Arising from the general recommendations made at the meeting, the Strategic Planning Group identified a number of recommendations for concrete strategies and steps to be taken, in the following areas: implementation of the ICAO Training Policy, training delivery; planning, funding, communication, training needs assessment and development of competencies for the implementation of Standards and Recommended Practices (SARPs) and human resources planning.

 

Those recommendations, along with proposed priority actions and implementation timelines, were discussed and approved at the 206th Session of the Council.
