Technical Cooperation and Assistance Projects (TCB)

 

During 2015, there were 27 national and 20 regional active technical cooperation projects contributing to further improving aviation safety around the world. Major achievements over the period include:

 

Africa-Indian Ocean (AFI) Region  

 

•​ ​Continued assistance in the establishment of the Common Civil Aviation Oversight Agency (ACSAC) of the UEMOA sub-region (Union Économique et Monétaire Ouest Africaine) and of the Southern African Development Community (SADC) Aviation Safety Oversight Organization (SASO);
•​ ​Continued assistance in the operations of the Banjul Accord Group Accident Investigation Agency (BAGAIA);
​• ​Continued assistance to 24 States through two Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAPs);
​• ​Conduct of two aircraft accident investigations for the Banjul Accord Group (BAG) States;
•​ ​Review and amendment of flight operations and airworthiness regulations and related technical guidance material in two States;
•​ ​Review and amendment of personnel licensing regulations and related technical guidance material in one State;
​• ​Assistance to one State in the establishment of a civil aviation authority;
•​ ​Assistance to one State in the preparation of a Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) audit;
•​ ​Assistance to one international organization in the safety assessment of five aerodromes and in the development of related technical specifications;
​• ​Assistance to the air navigation services provider (ANSP) of one State in implementation of a Safety Management System (SMS) and provision of Aeronautical Information Services (AIS);
​• ​Preparation of a request for quotation for procurement of bird hazard control equipment for one State;
​• ​Development of training programmes in various safety-related areas for national staff of two States;
​• ​Delivery of on-the-job training to 15 national counterparts in the areas of flight operations and airworthiness in two States;
•​ ​Delivery of on-the-job training to six national counterparts in the areas of personnel licensing and aviation legislation in one State; and
​• ​Provision of rescue and firefighting (RFF) and ground marshalling services at three airports on behalf of one State.
 

Asia and Pacific (APAC) Region 

 

​•​ ​Continued assistance to 24 States and Special Administrative Regions (SARs) in the fields of safety oversight through three regional Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAPs). These activities were geared towards the resolution of Significant Safety Concerns (SSCs), Universal Safety Oversight Audit Programme (USOAP)-identified deficiencies and other safety-related findings, the implementation of corrective actions and the transition to the USOAP Continuous Monitoring Approach (CMA), including inspector training and other safety-related training; participation in the Asia-Pacific Regional Aviation Safety Team (APRAST), the North Asia Regional Aviation Safety Team (NARAST), the South Asia Regional Aviation Safety Team (SARAST), the South-East Asia Regional Aviation Safety Team (SEARAST), and the Regional Aviation Safety Group (RASG). Twenty-seven missions to 12 States were carried out in support of these activities;
​•​ ​Continued assistance to six States in relation to aerodrome certification and SMS implementation;
​•​ ​Assistance to one State in assessing and improving airside safety management and aerodrome safety during airport expansion, as well as in the conduct of an audit focussing on organizational structure, movement areas with emphasis on runway safety, and the SMS for the re-certification of a major international airport;
•​​ ​Assistance to one State in relation to the ICAO USOAP audit results and the review of the corrective action implementation associated with a Significant Safety Concern (SSC);
•​​ ​Assistance to ten States in support of implementation of corrective actions, Continuous Monitoring Approach (CMA) activities and for the continued development and implementation of State safety programmes;
​•​ ​Delivery of Part 2 of an ICAO TRAINAIR Plus Training Instructor Course (TIC) to one State; and
​•​ ​Signing of a Memorandum of Understanding (MOU) for a two-year extension of the ICAO-India Developing Countries Training Programme (DCTP).
 

Caribbean and South American (CAR/SAM) Region 

 

​•​ ​Continued assistance to ten States with the provision of expertise in airport certification, airport inspection, aviation law, air transport management, airport engineering, electro-mechanical engineering, safety management systems (SMS), accident investigation, airport safety, human resource management and project coordination;
​​• ​Continued assistance to one State in the procurement of a flight calibration aircraft equipped with an Automated Flight Inspection System (AFIS);
​•​ ​Continued implementation of a software solution for licensing procedures in one State;
​​• ​Delivery of training to 398 national staff of five States in the areas of aerodromes, aircraft simulators and language proficiency;
​​• ​Continued assistance to one State in the procurement of satellite communications equipment for search and rescue operations in remote areas in one State;
​​• ​Delivery of flight simulator training to 94 participants in one State;
​​• ​Assistance to one State in the implementation of corrective actions related to findings identified in the ICAO Universal Safety Oversight Audit Programme (USOAP) audit report;
​​• ​Continued assistance to one State in the development and harmonization of Latin American Aviation Regulations (LARs) and associated procedures in the fields of personnel licensing, airworthiness, flight operations and aerodromes;
​•​ ​Assistance to one State in the implementation of a comprehensive “Continuous Monitoring Plan for Safety Oversight" through ten inspections in the areas of airport operations and airworthiness;
​•​ ​Continued assistance to one State in the recruitment of national professionals in the areas of aeronautical engineering, airport operations, airworthiness, international affairs, information technology engineering and human resources;
​​• ​Delivery of training to 29 national staff in one State in the areas of safety management systems (SMS), quality control and personnel licensing;
​​• ​Procurement of firefighting equipment for one State; and
​​•

​Continued assistance to one State in the logistic support contract for a search and rescue (SAR) aircraft.

 

Europe and Middle East (EUR/MID) Region 

 

​​•​ ​Continued assistance to one State in the area of aviation medicine;
​​•​ ​Continued support to one State regarding its Corrective Action Plan (CAP) and provision of capacity-building to rectify Significant Safety Concerns (SSCs) through the provision of training to national counterparts, including on-the-job-training to 235 participants;
​​​• ​Resolution of one SSC related to the issuance of aircraft airworthiness certificates for one State;
​​​• ​Continued assistance to one State in discharging its certification and safety oversight responsibilities;
​​​• ​Continued assistance to three States for the implementation of the State safety programme (SSP);
​​​• ​Preparation of a comprehensive training programme, through a regional project, for new airworthiness inspectors joining the civil aviation authorities and for recurrent training for experienced personnel;
​​​• ​Continued assistance in updating a safety quality assurance system for one State;
​​•​ ​Continued assistance to the national accident investigation team of one State;
​​​• ​Continued assistance to one State to enhance its capability in human resources training;
​​​• ​Assistance in conducting an aerodrome certification audit of the international airport of one State;
​​•​ ​Assistance to one State in the development and assessment of requirements for runway surface friction measurement, and subsequent procurement of related equipment;
​​•​ ​Assistance in the re-organization of key civil aviation management posts and in the organizational review of the Directorate General of Civil Aviation for one State;
​​​• ​Conduct of a gap analysis of the State Safety Programme (SSP) for one State and provision of recommendations for the corresponding implementation plan;
​​​• ​Assistance in the certification of 11 major modifications and major repairs conducted on aircraft registered in one State;
​​​• ​Major repairs conducted on aircraft registered in one State;
​​​• ​Assistance to one State in identifying safety requirements to use Unmanned Aircraft Systems (UAS) for pipelines surveillance;
​​​• ​Development of safety assessments for one State related to the new Instrument Flight Procedures (IFP) for international aerodromes;
​​​• ​Assistance to one State in developing the structure of the air transport directorate and its functions;
​​​• ​Assistance in the development of requirements for aeronautical ground lighting photometric measurement and in the procurement of suitable measuring equipment for one State.
 

Technical assistance projects and activities

 

During 2015, there were three national and no regional active technical assistance projects contributing to further improving aviation safety around the world. Major achievements over the period include:

Africa-Indian Ocean (AFI) Region  

 

​​​•​ ​Assistance to one State in addressing deficiencies identified during audits carried out by ICAO and the European Union (EU); and
​​​​•​ ​Recruitment of three experts in the areas of aircraft operations, airworthiness and aerodromes initiated in one State.
 

Asia and Pacific (APAC) Region 

 

​​​​• ​Assistance to one State in resolving safety oversight deficiencies in the area of airworthiness, resulting in the completion and upload of the Universal Safety Oversight Audit Programme (USOAP) Corrective Action Plan (CAP) self-assessment and evidence of the corresponding Protocol Questions (PQs) to the Continuing Monitoring Approach (CMA) Online Framework (OLF); and
​​​•​ ​Assistance to one State in resolving safety oversight deficiencies in the areas of flight operations, airworthiness and personnel licensing.
