The 38th ICAO Assembly, through Resolution A38-18, decided to develop a global MBM scheme for international aviation and, inter alia, requested the Council to organize seminars and workshops on a global scheme for international aviation, to be attended by officials and experts from Member States as well as relevant organizations.

It is in this regard that the first round of Global Aviation Dialogues (GLADs) were organized throughout April 2015, which aimed to educate and inform States on the MBM issues to allow for well-informed deliberations on a global MBM scheme. In follow-up to this first round of GLADs,  and in preparation for the High-level Meeting on a global MBM and the 39th Session of the ICAO Assembly​, a second round of GLADs are to be held from 20 March to 8 April 2016 across the ICAO regions.


 

Objectives of 2016 GLADs

The objectives of the second round of GLADs in 2016 are to provide up-to-date information on ICAO’s work to develop a global MBM scheme and to familiarize participants and receive initial feedback on a proposal for a global MBM scheme. The GLADs will serve as an important opportunity for participants to prepare for the High-level Meeting on a global MBM scheme from 11 to 13 May 2016 and subsequently for the 39th Session of the ICAO Assembly from 27 September to 7 October 2016.

The format of the GLADs

The GLADs are planned in a format that facilitates the sharing of information and encourages the engagement of participants in discussion. The two-day meeting is planned with an initial sequence of presentations that will bring all participants to a common level of understanding on the subject matter, and provide an update on the latest developments in ICAO. Each presentation will be followed by a dedicated time for Q&As where clarifications and further information can be sought. The second part of the meeting is dedicated to two thematic dialogues. Participants will be assigned to a discussion group. During the dialogue phase, groups will meet to address specific questions with the support of an assigned facilitator. Each group will assign a speaker, ideally a State participant not represented in the EAG or Council. There will be approximately 1—1.5 hours for deliberations after which all participants will reconvene in plenary to share the highlights of their groups' discussion. Each speaker will be given approximately three minutes to deliver the group's summary. The last part of the meeting will be an interactive discussion with a Panel formed by representatives from States, regional bodies and international organizations. Each Panel participant will be asked an initial question and meeting participants will be able to ask further questions related to the items under discussion.
