A High-level Meeting on a global Market-Based Measure (MBM) Scheme will be held at ICAO Headquarters in Montréal, Canada from 11 to 13 May 2016.​​

 

Prior to the High-level meeting, a briefing will be conducted on 10 May 2016 from 1500 to 1800 hours in Conference Room 3 to familiarize participants with the basic elements of the global MBM proposal, as contained in the draft Assembly Resolution text.

 

Objective

The need for the High-level Meeting stems from the Resolution A38-18 adopted by the 38th Session of the ICAO Assembly in 2013, which decided to develop a global MBM scheme for international aviation. The High-level Meeting will focus on deliberations on draft Assembly Resolution text on a global MBM scheme and make recommendations to the 208th Session of the Council, in preparation for the 39th Session of the ICAO Assembly, to be held from 27 September to 7 October 2016.

 

Participation to the High-level Meeting

All ICAO Contracting States, as well as a number of international organizations with direct involvement in aviation and/or environment, are being invited to participate in the High-level Meeting.

 

Preparing for the High-level Meeting

Relevant reference materials are being published on this website. These materials include background documents, working papers as well as agenda for the meeting. Please refer periodically to this website for reference materials as they become available.

 

COSIA Helpdesk
During the ICAO High-level Meeting, the COSIA Helpdesk will provide State delegates with one-on-one interactive session with explanation/clarification of the proposed global MBM scheme, including the impacts of the proposed scheme on their States.
