A total of 125 participants from 21 States attended the
two
ICAO Universal Security Audit Programme
– Continuous Monitoring Approach (USAP-CMA) seminars which were organized in the European Region to familiarize Member States with the
USAP-CMA methodology and tools used by ICAO for the preparation, conduct and reporting of USAP-CMA activities.

Two ICAO audit officers from Headquarters Montreal led through the seminar which was conducted once in English language, hosted by the Regional Office in Paris and once bilingually in Russian/English, hosted by the Russian Federation in Moscow.

It was a highly treasured opportunity for Member States to get acquainted with the USAP-CMA methodology, discuss and ask questions. The USAP-CMA will start to be implemented as of January 2015 and shall contribute to the continuous enhancement of aviation security compliance and oversight capabilities of ICAO Member States. It will concentrate on the continuous auditing and monitoring of aviation security and oversight systems of Member States by evaluating States’aviation security performance, identifying deficiencies in States’ aviation security and oversight systems and providing recommendations for their resolution while providing a valuable feedback
to ICAO policy development and assistance activities.
Similar events are conducted in all ICAO Regions during 2014 to properly prepare Member States for USAP-CMA.
