Republic of Korea and ICAO agree to new cooperation on aviation safety and planned aviation museum

ICAO Council President, Dr. Olumuyiwa Benard Aliu, and Mr. Hoin Kang, Minister of Land, Infrastructure and Transport of the Republic of Korea, signed two Memoranda of Understanding (MoU) on the occasion of ICAO's 39th Assembly today: one firmly focussed on enhancing aviation safety and the other on Republic of Korea's planned national aviation museum.

 

The first MoU will enable the Republic of Korea to continue providing ICAO with highly skilled resources and expertise to support Member States in need of assistance, contributing to the sustainability of the international civil aviation network as it faces tremendous growth.

 

Pertaining specifically to the understanding and implementation of ICAO's Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) processes and tools, including ICAO's most popular electronic safety tool, the USOAP CMA Online Framework (OLF), the MoU will foster enhanced global aviation safety through the further development of both the Ministry of Land, Infrastructure and Transport's Standards and Recommended Practices (SARPs) Management and Implementation System (SMIS) and the OLF. This will be achieved through the delivery of implementation workshops and the development of similar initiatives targeted at enhancing aviation safety.

 

The second MoU will facilitate the recognition and celebration of the tremendous success of international civil aviation to date, as ICAO will contribute to the establishment and operation of the Republic of Korea's planned National Aviation Museum. ICAO and the Ministry of Land, Infrastructure and Transport will consult each other on the content of exhibitions relating to international civil aviation, and ICAO will provide technical advice and support.

 

Both agreements build on the excellent cooperation that was initiated at the 37th ICAO Assembly in 2013, where the Republic of Korea expressed an interest in supporting ICAO's safety initiatives focusing on the development of electronic safety tools. Dr. Aliu has expressed ICAO's gratitude for the support that has been provided free of charge through this initial agreement, namely resources and expertise stemming from the SMIS.
