Focus on foreign terrorist fighters at special ICAO Assembly event


On the occasion of a special event on the side-lines of ICAO’s 40th Assembly, ICAO Secretary General Dr. Fang Liu met with Mr. Vladimir Voronkov (centre), Under-Secretary-General of the UN Counter-Terrorism Office (UNOCT); Ms. Michèle Coninsx, Assistant Secretary-General and Executive Director of the UN Counter-Terrorism Committee Executive Directorate (CTED); and Mr. John Brandolino, Director for Treaty Affairs at the UN Office on Drugs and Crime (UNODC). 


The meeting focused on UN Security Council Resolution 2396 (2017), which relates to the use of Advanced Passenger Information (API) and Passenger Name Records (PNR) to detect the mobility of foreign terrorist fighters. 


The attending State delegates were addressed by the representatives of each UN body, who in turn explained each body’s contributions to the achievement of the objective of the Resolution, and the means by which States could and should enhance their support. In the case of ICAO, Dr. Liu underscored that only 70 of its 193 member States had adopted API, and that only 27 had implemented a PNR system. She encouraged States to cooperate towards the global implementation of these tools through participation in ICAO’s Traveller Identification Programme (known as the ‘TRIP’ strategy.)​
