BRIEF DESCRIPTION: 

 

The COVID-19 outbreak has led to an unprecedented reduction in the number of passenger-carrying flights and an increase in the need to transport critical and often life-saving cargo, including dangerous goods, quickly all over the world. States are facing a number of challenges in ensuring these goods are transported safely and efficiently.

 

This webinar will provide guidance on ensuring dangerous goods personnel are competently trained despite the need for physical distancing, loading dangerous goods on aircraft with passenger cabins that have been repurposed for transport of cargo, and determining who can be on board an aircraft carrying dangerous goods not permitted on an aircraft carrying passengers. The webinar will also provide information on efforts ICAO is taking to address land and air interface transport obstacles by engaging cargo stakeholders in identifying and alleviating bottlenecks affecting air cargo shipments.

Katherine Rooney

 

Katherine Rooney is the Chief of the Cargo Safety Section of the International Civil Aviation Organization.  The section is responsible for setting the international Standards for the safe transport of dangerous goods by air and for coordinating the safety aspects of air cargo transport. She represents ICAO at relevant meetings of United Nation (UN) agencies including the UN Sub-Committee of Transport of Dangerous Goods, International Atomic Energy Agency, World Health Organization and Universal Postal Union. A graduate of the National University of Ireland, she holds a Ph.D. in catalytic chemistry.

 

Lynn McGuigan

 

Lynn McGuigan is a Technical Officer for Cargo Safety in the same section. She manages the work of the ICAO Dangerous Goods Panel (DGP), an international panel of dangerous goods experts tasked with developing and maintaining Annex 18 to the Convention on International Civil Aviation — The Safe Transport of Dangerous Goods by Air, the biennial publication of the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284) and its supporting documents. She also provides dangerous goods training to State regulators. She is a graduate of Concordia University in Montreal with a Bachelor degree specializing in decision sciences and management information systems.
