The ‘Need to Know’ is an imperative that underpins the efficient and safe handling of air cargo. Linked intrinsically to ‘knowledge’ about air cargo is customer satisfaction; speedy acceptance and release procedures; effective and safe pre-load and pre-release security screening. These are key elements for fast, efficient and safe aircraft operations, good trade practices and effective border management. This session will look at the common and over-lapping goals pursued by the multiple agencies and airport operators with an involvement in the air cargo process. How can the diversity of their mandates and the differing requirements to achieve them, be met through better communication and closer collaboration? It is an outline of the joint initiative of the United Nations Office on Drugs and Crime (UNODC), the International Civil Aviation Organization (ICAO) and the World Customs Organization (WCO) of the Container Control Programme – Air (CCP-Air) to address transnational organised crime, border management and air transport security in the international trade supply chain.

Target Audience: This session will be an interactive discussion between presenters from the implementing agencies and participants. It is open to all, including representatives from appropriate authorities and other state agencies responsible for aviation security, air cargo handling, air cargo screening and security, airline industry managers and others with a responsibility over the safe and secure handling of air freight in the air transport industry.
