Cooperative Development of Operational Safety and Continuing Airworthiness Programme

Established in 2001, COSCAP-SEA is an ICAO Regional Technical Cooperation Programme (Capacity Development and Implementation, DCI) Bureau, implemented through a Programme Document and operated through a Trust Fund (comprising Member States’ annual financial contributions and partner funds; and managed by ICAO). Although its original mandate only covered the flight safety domain, its current scope encompasses all aviation safety related areas, including safety oversight (legislation and organization; personnel licensing and training; aircraft operations; aircraft airworthiness, air navigation services and aerodromes), accident and incident investigation and safety management. The programme is currently under Phase V (July 2021 to June 2026), which is governed by 7 strategic priorities (see COSCAP-SEA work plan), aligned with ICAO’s global and regional aviation safety plans (GASP and APRAST), APAC DGCA Conference action items and Beijing Ministerial Declaration commitments and priorities. It operates following a State-centered, risk-based and result-oriented approach.
Goals:
- Enhance the safety and efficiency of air transport in the Member States through the adoption and application of harmonized and uniformly applied aviation safety regulations and oversight procedures in conformity with ICAO Annexes, requirements and guidance material; and thus contribute to the social and economic development of the sub-region.
- Contribute to the socio-economic development of the sub-region and to its progress in implementing the United Nations Sustainable Development Goals (SDGs), through effective, sustainable and long-term support to Member States.
