Activities

In coordination with Regional Offices, the IMP-AN Section organizes and participates in global/regional level events to promote Air Navigation-related ICAO SARPs and, at the same time, it promotes awareness of emerging issues in the Air Navigation domain.

 

One of the ICAO Strategic Objectives is to increase capacity and improve efficiency in the global civil aviation system whilst improving or at least maintaining safety. To achieve this, the Section performs tasks associated to the implementation, planning and support of operational improvements aligned with Air Navigation Global and Regional priorities, such as those contained in the GANP and GASP. Some of the main projects and activities are listed below.

 

1. Air Navigation Implementation Management

  Activities

  • Support the implementation of ICAO priorities in the Global Air Safety Plan (GASP) related to air navigation; 
  • Develop and maintain the future editions of the Global Air Navigation Plan (GANP); 
  • Support the implementation of the GANP, its framework and timelines ensuring harmonization and coordination of efforts aimed at improving international civil aviation capacity and efficiency including establishment of priorities, targets and indicators consistent with globally-harmonized objectives, taking into account operational needs;      
  • Monitor the status and support the implementation of air navigation-related systems through regional performance dashboards;     
  • Support activities of the Planning and Implementation Regional Groups (PIRGs) and report to the Council and Air Navigation Commission (ANC), including the annual consolidated PIRG/RASG report;      
  • When required, coordinate Regional Air Navigation (RAN) meetings to address issues which cannot be adequately addressed through the Planning and Implementation Regional Groups (PIRGs);     
  • Ensure coordination between the PIRGs and the RASGs;      
  • Support the development and implementation of the new eANPs;    
  • Oversee the process to amend the air navigation plans (ANPs) (Proposals For Amendment (PfAs).

 

2. Development of a Performance-Based Approach for Implementation of Operational Improvements

  Activities
  • Promote, facilitate and provide guidance to implement a Performance-based Approach (PBA) focused on results, collaborative decision making and reliance on facts and data, based on Doc 9883 and Service Delivery Management in accordance with the Aviation System Blocks Upgrades (ASBUs) strategy contained in the GANP;
  • Develop and coordinate the definition of harmonized performance metrics and indicators related to the eleven ICAO key performance areas ;
  • Develop an interactive tool with influence diagrams and models to be used to estimate potential benefits expected from the implementation of ASBUs modules in different operational scenarios;
  • Support the development of guidance for Cost Benefits Analysis (CBAs), for management of incentives and for funding and financing to support ASBUs implementation;
  • Develop the rollout plan and assembly of regulatory and operational improvements implementation support kits (ikits) by applicability date based on the concept of performance, services and assets package (PSAP);
  • Assist in the development of appropriate air navigation capacity and efficiency training packages and provide support for the roll-out;
  • Support the review and update process of the AN Integrated Work Programme;
  • Develop a procedure for senior management to politically sensitize States that experience difficulties in implementing ASBUs;
  • Monitor and report on regional implementation progress and impediments to progress the implementation of ASBUs in order to develop mitigation strategies and associated actions.

 

3. Implementation Tools and Processes

  Activities

  • Provide the requirements related to air navigation implementation (ASBUs, NGAP, etc.) to the Global Aviation Training (GAT) Office for the development of training programmes;
  • Manage the Training of Regional Officers Programme (TRAINRO) in coordination with HR;
    Assist in the planning of global and/or regional implementation events;
  • Manage the Special Implementation Project (SIP) Programme;
  • Provide support to the Technical Co-operation Bureau (TCB) related to projects aimed at resolving air navigation deficiencies;
  • Assist States through the Regional Offices to resolve air navigation deficiencies identified by the PIRGs and USOAP;
  • Coordinate efforts to assist States that have been referred to the Monitoring and Assistance Review Board (MARB) with Significant Safety Concerns (SSCs) related to air navigation;
  • Identify and ensure that air navigation related remedial actions respond to the USOAP audit findings and monitor their execution;
  • Participate and support the air navigation implementation activities of the AFI Plan;
    Support the work of the NGAP Task Force;
  • Assist in the development and implementation of an updated International Codes And Routes Designators (ICARD) system;
  • Identify suitable donor organizations and/or States to solicit resources and coordinate assistance for the implementation of air navigation programmes and for resolving air navigation deficiencies and SSCs;
  • Participate in the activities of the SAFE fund related to air navigation matters.
