The new methodology for reporting pavement strength – ACR/PCR
The application date of November 28, 2024 for the implementation of the new ACR/PCR notification methodology is quickly approaching, so, in association with international organizations, ICAO is working to support its Member States and users of the civil aviation system in the understanding of this new provision.
Therefore, the ICAO Sam Regional Office with the support of the SRVSOP, has prepared this website with resources to facilitate implementation.
Background
According to State Letter number 4/1.2.28-20/35 dated April 3, 2020, the ICAO Council adopted amendment 15 to Annex 14, Volume I, referred to the notification methodology of notification of The resistance of pavements of the aerodromes, which must be implemented by the Member States as of
November 28, 2024.
By adopting the layered elastic analysis (LEA) within the ICAO pavement rating system, the subgrade strength categories have to be designated with the modulus of elasticity (E modulus). The CBR for flexible pavement and the k-value (modulus of subgrade reaction) for rigid pavement are no longer applicable. However the four subgrade strength categories will still be designated with the same letters. The reporting format will not change, except for the PCR designation instead of PCN.
The new system will be no longer be based on a "critical aircraft" basis but will consider all aircraft which are intended to serve on a given pavement with their real offset from pavement centre line. By doing so, the reported PCR will address, in a very accurate manner, the amount of damage that each aircraft produces within a mix, as a function of their operating weight, full landing gear geometry, individual tire load and pressure.
