Opening Remarks


Mr. Éric Caire, Minister of Cybersecurity and Digital Technology, Government of Québec


Eric Caire was appointed Minister of Cybersecurity and Digital Technology on January 1, 2022. He was the first politician to head the Ministère de la Cybersécurité et du Numérique (MCN) and, between January 2021 and October 2022, he was also the Minister responsible for Access to Information and Privacy, in addition to serving as Deputy Government House Leader. In October 2022, Mr. Caire was reappointed as Minister of Cybersecurity and Digital Technology and has proudly represented the riding of La Peltrie as an MNA since March 2007.

 

Mr. Caire is well versed in the issues facing this new ministry, having served simultaneously, from October 2018 to January 2022, as Minister for Government Digital Transformation and Vice-President of the Treasury Board.

 

A member of the Quebec National Assembly since 2007, he was the spokesperson for the second opposition group on the efficiency of public administration for four years. In addition, he has served on several committees, including the Committee on Public Administration.

 

A computer scientist by profession, Mr. Caire has many years of experience as a programmer-analyst and as a college computer science teacher. His professional background has made him a seasoned minister who is always on the lookout for technological developments.

Éric Caire a été nommé ministre de la Cybersécurité et du Numérique le 1er janvier 2022. Il a été le premier homme politique à diriger le ministère de la Cybersécurité et du Numérique (MCN) et, du mois de janvier 2021 au mois d'octobre 2022, il a été également ministre responsable de l'Accès à l'information et de la Protection des renseignements personnels, en plus de ses fonctions de leader parlementaire adjoint du gouvernement. En octobre 2022, M. Caire a été renommé ministre de la Cybersécurité et du Numérique et il représente avec fierté la circonscription de La Peltrie en qualité de député de l'Assemblée nationale depuis mars 2007.

 

M. Caire est très au fait des questions auxquelles ce nouveau ministère fait face, après avoir exercé simultanément, d'octobre 2018 à janvier 2022, les fonctions de ministre délégué à la Transformation numérique gouvernementale et de vice-président du Conseil du Trésor.

 

Député de l'Assemblée nationale du Québec depuis 2007, il a été le porte-parole du deuxième groupe d'opposition en matière d'efficacité de l'administration publique pendant quatre ans. Il a également siégé à plusieurs comités, dont la Commission de l'administration publique.

 

Informaticien de profession, M. Caire possède de nombreuses années d'expérience de programmeur-analyste et de professeur d'informatique au niveau collégial. Son expérience professionnelle en fait un ministre chevronné, toujours à l'affût des avancées technologiques.

Harmonizing risk management in Safety and Security: towards an Integrated Risk Management?

Mr. Pascal Luciani, Deputy Director, Air Navigation and Aviation Safety, International Civil Aviation Organization (ICAO)


Pascal Luciani is an engineer with 25 years of experience in transport in the civil administration of France and international organizations, 15 years of which in civil aviation.

Prior to joining ICAO as Deputy Director for Air Navigation and Aviation Safety, he served as Deputy Director for the French Safety Oversight Authority from 2018 to 2022. From 2014 to 2018 Pascal was the Aviation Counselor at the Permanent Representation for France with the European Union, covering all fields of aviation and was also responsible for Shipping. In 2008 he was tasked with creating the Sustainable Aviation Department, DGAC, France, which he headed from 2008 to 2013.

Pascal’s experience in public service before joining the aviation sector includes Road Infrastructure and Road Safety (1997 – 2001), Port Infrastructure and Development (2001- 2005). He also served for two years as technical advisor for the Ministers of Environment and Transport (2005 – 2007). Pascal also headed the Modernization Mission in charge of supervising the merging of the Ministries of Transport and Environment in France (2007-2008).


​Mr. Gian Andrea Bandieri, Section Manager – Cybersecurity in Aviation & Emerging Risks, European Union Aviation Safety Agency (EASA)


Since November 2021 is responsible for the EASA team dealing with Cybersecurity in Aviation, which includes rulemaking, information sharing, threats identification, capacity building and research. In addition, Security and Conflict Zones are also under his responsibility.


He joined EASA in 2007 as Standardisation Team Leader in Airworthiness, later moving to coordination of the complete process, including Safety Management and in Risk Based Oversight.

As part of his experience, he worked in the industry as technical and quality manager in a regional airline and as general manager in a business operator.


Gian Andrea started in Aviation in 1992 as an airworthiness inspector with the Italian CAA. During the next ten years his activities ranged from airworthiness to maintenance and operations (both helicopters and airplanes) with some involvement in type certification.


He holds a Master degree in Aeronautical Engineering from Politecnico di Torino and a Master in Aviation Law from the University of Modena.



Mr. Gregory Helpin, Senior Aviation Security Policy Advisor


Greg Helpin serves as a Senior Aviation Security Policy Advisor at Transport Canada, with 14-years of experience focusing on a broad spectrum of aviation security matters. Presently, a member of the Transport Canada’s Integrated Risk Team, he offers instrumental support and guidance in the creation of strategic, operational, and tactical risk products and tools.



Mr. Yves Mabbe, Corporate Security Director, Cargolux Airlines International S.A.


Yves has over 30 years of aviation experience, more than half of them in managerial positions. He has been specializing in Aviation Security since 2007 and built up his experience working within regulatory authorities as well as passenger and cargo airlines. Prior to Aviation Security, he worked in other key aviation areas such as Flight Operations, Quality Control and Regulatory Affairs. For several years, he actively represented the industry in ICAO, Asian, US and EU AvSec regulatory forums and meetings. 

After 18 years in the Express business, Yves joined Cargolux International Airlines in 2015 as Corporate Security Director. Cargolux is a traditional EU all cargo carrier based in Luxembourg operating a fleet of 30 B747 cargo-only aircraft throughout the world on scheduled but also ad hoc basis. Yves’ role is to revise security approach, moving away from a restrictive function into a service function.

He is currently a member of A4E's (Airlines for Europe) Safety and Security Committee, lATA Cargo Security Working Group, Cargo Border Management Board and IOSA Security Technical Group. He recently was appointed as Board member of IATA Security Advisory Council. He is a long-serving member of the ECAC Aviation Security Guidance Material Task Force and contributed to various ECAC Aviation Security workshops.


Mr. Bryan Scott, Associate Director, Security Operations, Greater Toronto Airports Authority, Canada


With over 35 years of experience in aviation security at Toronto Pearson International Airport, have been associated with management and application of all aspects of aviation and corporate security; operational program development, execution and integration; physical security system engineering design, installation, activation, and maintenance; as well planning/policy development and administration of airport security programs.

As the Associate Director, Security Operations, responsible for the administration and execution of the "day of" airport security program at Toronto Pearson Airport; working with internal and external security partners and stakeholders to provide for risk and threat mitigation; prevention, detection, response and resolution of security incidents and activities; enforcement of policies and practices in support of airport and aviation security; business functional owner and security system administrator for security operations and security systems, deployed and utilized at Toronto Pearson International Airport.




Advancing Aviation Security: synergy between digital identity and cybersecurity

Mr. Ciaran Carolan, Programme Officer, Public Key Directory, International Civil Aviation Organization (ICAO)


Ciaran Carolan manages the Public Key Directory (PKD) programme at ICAO. The PKD is a large-scale IT system that facilitates establishment of trust in international electronic and digital identity documents. Ciaran manages all technical maintenance and development, global user and stakeholder management and financial management. He also contributes to ICAO’s global work to introduce new formats of secure documents, improve the regulatory environment for facilitated cross-border travel, and enhance global infrastructure and capabilities for document issuance and border checks through training, capacity building and project execution. He is also member of the ICAO group of innovation focal points leading efforts to drive innovation across all dimensions of aviation globally.

 

Prior to working for ICAO, Ciaran spent six years managing at the European Union Agency for Large-scale IT systems in Estonia, leading efforts to strengthen the EU’s digital architectures for border management, asylum management and law enforcement cooperation, as well as 5 years at the European Molecular Biology Laboratory in Germany as a researcher and program manager. He is a trained pharmacist holding an MBA from IE Business School, Spain and a PhD in Computational Chemistry from Trinity College, Ireland.



​Mr. Ryan Galluzzo, Digital Identity Program Lead for the Applied Cybersecurity Division, National Institute of Standards and Technology (NIST)


Ryan is the Digital Identity Program Lead for the Applied Cybersecurity Division at the National Institute of Standards and Technology (NIST). In this role he coordinates digital identity projects, initiatives, and efforts to advance NIST's standards & guidance and drive foundational research to promote innovation in digital identity. He has contributed to multiple NIST Special Publications (NIST SPs) including NIST SP 800-63 Digital Identity Guidelines. Prior to joining NIST Ryan was a Specialist Leader at Deloitte & Touche where he spent over 10 years providing cybersecurity and identity management subject-matter insights to multiple federal agencies, including the Internal Revenue Service, the General Services Administration, and NIST.

Mr. Patrick Mana, Cyber-security Program Manager and EATM-CERT Manager, EUROCONTROL


Patrick is the EATM-CERT manager and cyber-security program manager at EUROCONTROL.

Patrick has spent his entire career working in aviation mostly in air traffic management (ATM).

He started 35 years ago working with Thales on aviation software development and project/product management.

In 1999, he joined EUROCONTROL, where he led the safety assessment activities.

In 2008, he moved to the Single European Sky Air Traffic Management Research Joint Undertaking (SESAR JU), where he was the Head of the development framework for all transverse activities including security for six years. 




Mr. Jean-Paul Moreaux, Principal Coordinator - Cybersecurity in Aviation, European Union Aviation Safety Agency (EASA)


Jean-Paul has been involved in Cybersecurity since the mid 90ies and joined EASA in November 2015, after more than 27 years – about 15 of which in a similar capacity – at Airbus. There he has been working on the ACMS and other avionic systems, helped develop and standardise Arinc communication protocols and the first information security-related standards, including concepts and principles.


Later he joined Eurocae and RTCA, chairing WG-72, which is still developing standards for Aviation Cybersecurity, as the discipline is now mostly referred to. As early as in 2011 he initiated one of the first requests to ICAO by Eurocae to address Cybersecurity. Today he is involved in related ICAO activities, chairing the Trust Framework Panel and participating in the Cybersecurity Panel. He has been instrumental in the development of the European regulations and associated AMC/GM regarding "requirements for the management of information security risks with a potential impact on aviation safety", nicknamed Part-IS, published in 2022 and 2023 respectively. He is currently also actively supporting rulemaking regarding Electronic Personnel Licencing.



Mr. Timothy Ruff, General Partner, Digital Trust Ventures

Timothy is a General Partner at Digital Trust Ventures, a venture studio dedicated to decentralized digital trust technologies. Timothy is a pioneer in the decentralized identity industry: he is the former CEO/co-founder of Evernym, the co-creator os Sovrin, co-founder of Provenant and HealthKERI, and the inventor of GLEIF's vLEI and the concept of Organizational Identity. Timothy's writings on the topic can be found here. Timothy is a proud husband, father of seven children, grandfather of ten, and a decent racquetball player.

Ms. Grit Tüngler, Head of Division Aviation Security, Federal Ministry for Digital and Transport, Germany


Grit TUENGLER is Head of Division Aviation Security at the German Ministry for Digital and Transport, which she joined in 2017.

 

Ms Tuengler holds a Law Degree (Germany), a Diploma in English Law (UEA, United Kingdom) and a LL.M. (International Trade Law, Australia).

 

Over the past 19 years she served in various positions at the Federal Ministry for Digital and Transport, the Federal Maritime and Hydrographic Agency and within the German Parliament dealing with transport policy.



Mr. Francesco Faiulo, Policy Officer, Directorate-General for Mobility and Transport, European Commission


Mr. Francesco Faiulo is a Policy Official in the Security Unit of the European Commission's Directorate-General Mobility and Transport, since 2013.


His main tasks include policy developments as well as the coordination of the Commission inspection programme in the field of aviation security.


As far as air cargo and mail security is concerned, he has been in charge of the EU policy and the ACC3 regime from its outset.


Before joining the European Commission, he had worked for the Italian Civil Aviation Administration Authority (ENAC). In this capacity, he covered the position as a member of the ICAO Aviation Security Panel, and he served as the Chairman of the European Civil Aviation Conference (ECAC) Guidance Material Task Force.



Mr. Carlos Grau Tanner, Director General, Global Express Association (GEA)


Carlos Grau Tanner is the Director General of the Geneva-based Global Express Association (GEA), which he joined in 2010.

GEA is the global trade association of the three leading express delivery carriers (DHL, FedEx/TNT and UPS).


A dual Swiss-Spanish citizen, Mr Grau holds a Law Degree from the University of Barcelona, Spain, and a Master of Arts in Law and Diplomacy from The Fletcher School at Tufts University (Boston, USA).


He speaks Spanish, English, French, Catalan, passable Italian and broken German and Swiss-German. In previous professional lives, he worked for the airline industry - at Swissair and IATA, where he was Director of Government and Industry Affairs - and for the Council of Europe, an inter-governmental

organisation.



Mr. Steven Ka Ho Pang, Senior Operations Officer (Aviation Security Standards), Civil Aviation Department of Hong Kong, China


Steven Pang leads the Aviation Security Standards sub-section of Civil Aviation Department (CAD) of Hong Kong, China. Steven's team is responsible for regular reviews and updates of aviation security legislation and requirements, assessment of airport construction and development proposals from aviation security perspective, and vetting of security programmes submitted by the relevant principals. His team is now focused in the assessment of the Three-runway System Development of the Hong Kong International Airport (HKIA), which will eventually provide HKIA with a new runway, a new passenger concourse and apron, an expanded passenger terminal and associated infrastructure.

Steven joined CAD in 2009 and has taken up posts in aviation security and aerodrome licensing and safety oversight. He was seconded to the Aerodromes and Ground Aids Section of the ICAO Asia and Pacific Office between 2019 and 2021

WANTED: innovative solutions to protect airports from the misuse of unmanned aircraft systems (UAS)

Mr. Justin Jedlinski, Manager, RPAS Security Policy, Transport Canada 


As Manager, RPAS Security Policy, Transport Canada, Justin is tasked with leading and developing a National RPAS Security program in Canada.  The main focus of this work is to establish a national program to address the risk posed by malicious or unauthorized drones to the aviation system. Over the past few years Justin has become a subject matter expert in the field of drone security policy and with his team has worked closely with various international and domestic stakeholders to establish Canada’s policy position on this emerging trend.

Justin began his career with the Canada Border Services Agency (CBSA) as a border services officer and has over 25 years of experience in supply chain and transportation security.  Since joining Transport Canada in 2009, he has had significant involvement in the design, development and implementation of Canada’s National Air Cargo Security Program including leading Transport Canada’s foreign air cargo security program. Justin is a graduate of the University of Windsor and resides in Ottawa, Canada.



Captain Jim BambergerPublic Area Security Infrastructure Protection (PASIP) Branch Manager, TSA

Captain Jim Bamberger is currently the Public Area Security Infrastructure Protection (PASIP) Branch Manager for TSA. Additionally, Captain Bamberger is the Counter Unmanned Aircraft Systems (C-UAS) Capability Manager for TSA.

 

As the PASIP Branch Manager, Captain Bamberger provides leadership for program managers and technical experts for surface security technology and airport infrastructure protection programs. He collaborates with TSA offices, DHS, and other federal, state, and local law enforcement, security and intelligence organizations, and transportation agencies to evaluate advanced technologies and facilitate industry awareness to help address transportation security vulnerabilities. 



Dr. Hao Liu, Executive Chair of the School of Global Governance at Beijing Institute of Technology (BIT), China


Professor LIU Hao brings extensive expertise in the field of air and space law, with a specialization in global governance, contributing to his reputation in the academic community. With a wealth of professional experience, he has focused his expertise on emerging technologies and aerospace operations, including digital economy, unmanned aviation, sub-orbital flight, High Attitude Operation (HAO, or near-space operations) and commercial space ventures. Through his active involvement in international organizations such as the International Civil Aviation Organization (ICAO) and Joint Authorities for Rulemaking on Unmanned Systems (JARUS), Professor LIU Hao plays a crucial role in promoting innovation and facilitating new digital and aerospace businesses.




Mr. David Nieto, Director of Airports and Civil Aviation Security, Spanish Aviation Safety and Security Agency


David Nieto is Director of Airports and Aviation Security in AESA, the Spanish civil aviation authority, since 2018 and member of management board of the Agency since 2013. He was also Director of safety of airports and air navigation in AESA from 2013 to 2018.

David has large experience in complex projects in aviation, in particular with airports and air navigation systems. Those including implementation of aviation cybersecurity framework in Spain, certification of the national network of airports and navigation services providers, oversight over the liberalization of national air traffic services, supervision over aviation security in Spain.

His background is as aeronautical engineer, master degree in Cybersecurity and master degree in Leadership and Public Administration.


Mr. Ron Van de Leijgraaf, Technical Manager and Head of International Affairs, Unmanned Aviation Programme, Ministry of Infrastructure and Water Management, Netherlands, and Chair of the ICAO RPAS Panel


Ron is the technical manager and the head of international affairs of the Unmanned Aviation Programme within the Ministry of Infrastructure and Water Management in The Netherlands. He has over 15 years of experience in the development of drone regulation, both at the national and international level.


He has been a member of ICAO UAS Study Group and RPAS Panel since the beginning in 2008. Since the beginning of 2021, he is the Chair of the RPAS Panel. He currently serves his second two year term as Chair.


At ICAO he is also a member of the ATRP WG on UAS, a member of the ASBU PPT group and a member of the Ad Hoc Cybersecurity Coordination Committee.


In 2008 he founded JARUS (Joint Authorities for Rulemaking on Unmanned Systems) and served as the first chairman until 2014. JARUS has delivered proposals for unmanned aviation regulation to national authorities.


In 2015 he was responsible for publishing the first unmanned aviation regulations in The Netherlands. During the Dutch presidency of the EU in 2016, he was very active in transferring the competency for unmanned aviation regulations below 150 kg from the member states to the European Commission by helping to include the unmanned aviation regulation articles in the new EASA Basic Regulation. In parallel, he worked together with the European Commission to request EASA to start developing detailed European unmanned regulations.


Since 2018 he is a member of the Advisory Board for the Amsterdam Drone Week.
