Opening Remarks


Ms. Sonia Hifdi, Chief, Aviation Security Policy Section,  International Civil Aviation Organization (ICAO)


Sonia Hifdi is the Chief of the Aviation Security Policy Section within the Aviation Security and Facilitation Branch of ICAO since 2021. She is leading teams in charge of developing policies, Standards and Recommended Practices (SARPs) in the area of aviation security, cybersecurity and aviation critical infrastructure topics.

 

She worked within aviation security for the French Civil Aviation Authority for 17 years at technical, policy and coordination, and oversight positions related to explosive detection, security and cybersecurity domains.

 

She is an engineer in Physics and Transportation and graduated in Transport Economics, Airport Management and Resilience and Crisis Management.

 

From 2013 to 2019, she was the Chair of the ECAC Guidance Material Task Force. Between 2011 and 2021, she was also the French Panel Member to the ICAO Aviation Security Panel and the co‑rapporteur of the ICAO Working Group on Innovation in Aviation Security. 

 

From 2019 to 2021, she was responsible for defining aviation security guidelines and implementation support for national inspectors and industry stakeholders within the French Oversight Authority. She was also the Chair of the ICAO Aviation Security Panel during that time.



Integrated Risk Management: preparing for a future state of industry who face and own risks known and unknown

Mr. Matthew Vaughan, Director, Aviation Security & Cyber, Operations, Safety & Security, International Air Transport Association (IATA)


Matthew Vaughan is the Director, Aviation Security and Cyber for International Air Transport Association (IATA), based in Geneva, Switzerland. Matthew’s responsibilities include leading IATA’s international efforts on aviation and cyber security, whilst serving as the Secretary for Security Advisory Council (SAC), reporting into the IATA Board of Governors. Previously, Matthew worked for Etihad Airways, the National air carrier of the United Arab Emirates for over eight years of which he spent the last five years as the Head of Aviation Security.


Matthew has over 20 years combined security management experience drawing from Australian law enforcement, Federal Government, and private sector security roles. He has spent a large portion of his career thus far in the Middle East, both vocationally and academically developing interests in the utility of integrated risk models and the safe/secure continuity of civil aviation.


Matthew has a master’s degree in science, majoring in Risk Management and Security. In addition, Matthew holds a bachelor’s degree in Policing and Justice and a Postgraduate Diploma in Criminal Intelligence.


Drawing directly from his experiences with Etihad Airways, Matthew’s instinct towards supporting executive-level risk decision-making continues to feature in view of an ever-evolving threat to civil aviation. In support of this, Matthew’s role with IATA is strategically premised on the promotion of baseline compliance to Aviation Security standards and recommended practices. Moreover, leveraging an all-hazards, risk-based approach through strategic threat analysis and business continuity planning in a high threat, high reliability industry.


Previously, Matthew worked as a New South Wales Police Force Constable (Sydney, Australia) which culminated into a national security management role with the Australian Government (Canberra, Australia). The balance of his government security career led towards to a national project management and consultancy role with GHD Pty Ltd based in Dubai, United Arab Emirates.


Matthew has a master’s degree in science, majoring in Risk Management and Security. In addition, Matthew holds a bachelor’s degree in Policing and Justice and a Postgraduate Diploma in Criminal Intelligence, as well several aviation security and general management qualifications.



Ms. Bianca Colatruglio, Director, Aviation Security & Regulatory Compliance, Air Canada


Bianca Colatruglio is the Director, Aviation Security and Regulatory Compliance at Air Canada. In this role, Bianca is responsible for developing and maintaining a trusted and risk-based Security Management System. Bianca is based in Montreal, at Air Canada headquarters. Bianca's team is responsible for all matters related to aviation security, including regulatory compliance, security intelligence, quality assurance, threat and risk management, and for Air Canada's Global Security Operations Centre.

 

Prior to joining Air Canada, Bianca spent 12 years in Ottawa working in the federal public service, primarily in emergency response, intelligence, and aviation security operations.  


Bianca is the current Vice-Chair of the IATA Security Advisory Council, and a member of several other committees and working groups. Bianca is a strong advocate for industry and public-private collaboration and believes that this is the most effective way to ensuring a resilient aviation security ecosystem. 



​Mr. Joel Gulhane, Associate Director - Intelligence Operations Manager, Dragonfly Intelligence


Joel is an Associate Director and leads on Dragonfly’s aviation security coverage. He has provided insight and analysis to major global airlines, air transport groups and corporate security teams. He has previously been responsible for political and security coverage of the Middle East and North Africa. This has included responsibility for coverage of issues including risks to aviation, terrorism, crime, Covid-19, interstate and civil conflict risks in the region

Prior to joining Dragonfly in September 2016, Joel worked as a journalist based in Cairo. His reporting focused on Egyptian politics, regional political and security issues, and terrorism in North Sinai.

Joel speaks Arabic and has a BA in Arabic and Politics from the University of Leeds, where his dissertation focussed on Iraq’s post-war transition to democracy. He also has an MSc in Security Studies from University College London.



​Mr. Paul Huston, Global CSO & Assistant Vice President, Business Continuity & Corporate Security, BGIS


Paul has been engaged for nearly 30 years in the fields of security, business continuity and risk management. Paul is currently Global CSO and an Assistant Vice President with BGIS, a leading provider of customized facility management and real estate services. Prior to this, Paul worked as the Director of Corporate Security and Aviation at Lowe's Canada, the first National Coordinator of Corporate Security at VIA Rail Canada, and for nearly 25 years with the Canadian Security Intelligence Service - both in Canada and overseas. Outside of his professional interests, Paul is dedicated to causes related to international development and mental health awareness. He is proudly based in Montreal and is, in his words, un vrai québécois adopté.



​Ms. Michelle Peralta, Director, Security Risk Management Office, Bank of Canada


Michelle is the Director of the Security Risk Management Office at the Bank of Canada. In this role, Michelle lead's the Bank's Security Intelligence Operations and Programs team and the Security Risk Oversight Program. This includes intelligence, security incident monitoring and reporting, threat and risk assessments, internal investigations, travel security, insider risk, technical security counter-measures, and security awareness. Additionally, Michelle's directorate monitors and assesses Bank-wide security risks and provides guidance on risk mitigation.


Before joining the Bank of Canada, Michelle spent 14 years working in the field of aviation security at the Canadian Air Transport Security Authority (CATSA) where she was responsible for the development of the national security screening oversight program, threat monitoring and reporting, and the covert testing program. Prior to joining CATSA in 2005, Michelle worked in the Office of Public Diplomacy at NATO Headquarters in Brussels and spent 10 years in the Royal Canadian Navy as a reserve Intelligence Officer and Naval Combat Information Operator. In 2009, Michelle took a leave of absence from CATSA to work for the UN in Beirut, investigating the assassination of the former Lebanese Prime Minister, Rafik Hariri.


Michelle holds a Master's degree in International Relations from Dalhousie University and post-graduate certificates in Counter-Terrorism, Homeland Security, and is a graduate of the Telfer School of Management Leadership in Security and Intelligence Program. She is also a certified Insider Threat Program Manager through Carnegie Mellon University.



​​Mr. Jeff Viens, Director, Security, FLYHT Aerospace Solutions Ltd.


Jeff Viens is the Director of Security for FLYHT Aerospace Solutions in Calgary, Canada. Jeff has over 20 years of experience in security risk management, with a significant focus on aviation security. This includes working as an aviation security regulatory inspector with Transport Canada and as head of security for WestJet, where he led the development and implementation of the airline's Security Management System. In view of the ever-evolving threat environment, Jeff has more recently taken a deep interest in cyber security and its impact on international civil aviation. He is a strong proponent of integrating the mitigation of physical and digital threats to aircraft, airports, and aviation infrastructure under a single risk management system.


Aviation Cybersecurity: modern risk management approaches to safe and secure digital innovation and aircraft airworthiness

Ms. Manon Gaudet, Assistant Director, Aviation Cyber Security, International Air Transport Association (IATA)


In her role, Manon leads and support IATA’s international efforts over Aviation Cyber Security challenges. She is Secretariat of the Cyber Management Working Group with airlines from across the world, and of the IATA-ICCAIA Restricted FORUM where IATA members and OEMs take part in discussions over cyber risks and information exchange. She is also an IATA Aviation Cyber Security instructor. She actively participates in the international regulatory strategy of civil aviation, by being

part of the different groups within ICAO, EASA ESCP, Eurocae/RTCA and others, developing standards and recommended practices.


Manon’s experience comes from the world of research and applied cyber security, as she built and led the cyber security research team for the National Research Centre Canada NRCC. She secured and participated in numerous projects for critical infrastructures with gov, academia and private sector in

the Financial, GPS and Energy/SCADA industry. She is the co-founder of In-Sec-M, a Canadian wide cyber security innovation cluster, now a Centre of Excellence in Quebec/Canada. She is also part of the Board of Directors of the CRIAQ.


Manon holds a CISSP and a SANS GIAC-GDED cyber security certifications. She is an ISACA member, and she also holds a Cyber-Investigation Certificate from Polytechnique, as well as a bachelor’s degree from University of Montreal in Computer Science.



Ms. Nathalie Feyt, Director, Chief Information and Product Security, Thales, and Co-Chair of the Aircraft Cyber Security eXchange Restricted FORUM (rFORUM)


Nathalie Feyt a rejoint le groupe Thales en 2006 après 13 années en tant qu'expert Sécurité et Cryptographie chez Gemalto, avec 7 brevets à son actif, notamment dans le domaine des contre-mesures et des systèmes. D'abord en charge de la  Direction du CESTI Thales, Centre d'Evaluation de la Sécurité des Technologies et Systèmes d'Information, sous agrément de l'ANSSI pour Thales Information Security Systems, elle devient Responsable de la sécurité des produits de Thales Avionique en 2015, puis Directrice CyberSécurité en 2020, mettant sous gouvernance unique à la fois les systèmes d'informations, les produits et les moyens industriels, particulièrement en France, aux Etats-Unis, au Canada et à Singapour. Son challenge quotidien est d'anticiper l'ensemble des risques cyber qui peuvent impacter l'entreprise, des produits embarqués dans l'avion aux moyens de production, en passant par les systèmes d'informations qui les supportent . Convaincue de la richesse des approches mixtes en innovation, elle monte un programme de formation en alternance sur 2 ans pour Thales vers le Mastère ToulouseSec et l'AFTI à Paris auprès d'une dizaine d'avioniciens agés de 35 à 47 ans, sur 2 SAISONS de 2016 à 2019, développant ainsi des expertises cyber et aéro, sûreté et sécurité. Favorisant la recherche dans l'industrie, Nathalie Feyt a encadré 4 thèses Cifre entre 2006 et 2020, embauchant sa dernière Doctorante, Docteur de l'Université de Toulouse depuis Juin 2020, sur le sujet « Sécurité par analyse comportementale de fonctions embarquées sur plateformes avioniques modulaires intégrées ». Elle est membre du CCTA – conseil cybersécurité du Transport aérien – en France, responsable du groupe cybersécurité de l'ASD, l'assocation Aéronautique, Spatiale et de Défense européenne, et membre du conseil d'administration de l'ECCSA, European Center for Cybersecurity in aviation, et membre du SSGC , secretatriat subgroup on cybersecurity de l'ICAO.-International Civil Aviation Organisation.




Mr. Jean-Claude Nanche, Head of Aircraft Security, Airbus


Former A350 chief Airworthiness Engineer, Jean-Claude Nanche has certified the A350 in Europe, US and more than 10 countries before taking the position of head of Aircraft security for Airbus commercial aircraft. The Airbus Security Centre of competence is managing both physical and cyber security for Airbus commercial Aircraft.


Mr. Jude Rwaka, Director of IT, RwandAir


Jude Rwaka is a Director of IT at RwandAir, where pioneered and implemented the airline Cyber Security program. He is also a member of IATA-IRSR and CRMWG-ACS Security Groups. Prior to joining Airline, he implemented a number of Cybersecurity Projects the banking industry. Belongs to both local and international cyber security forums cross cutting varieties of industry sectors. 


The Perfect Duo - Technology and Human Elements: improving security at airports

Mr. Nicholas Ratledge, Senior Manager Security, Safety and Operations, Airports Council International (ACI) World


Nicholas Ratledge joined ACI World in March 2015. As Senior Manager, Security, Safety and Operations he is responsible for developing policies, providing guidance, and best practice with airport security standards and recommended practices. His tasks consist of representing ACI with ICAO papers and various working groups that affect aviation security as well as developing ACI Handbooks and various best practice guides for ACI members. Prior to this role, he led the position of Manager, Airport Safety and Operations within ACI World, providing similar tasks revolving around airport safety concerns globally.

Before joining ACI, Nicholas worked at various aspects of airport operations specializing in de-icing operations, aerodrome certification of 26 airports in the high arctic regions of Nunavut, Canada’s newest territory and then with the Greater Toronto Airports Authority gaining experience with resource management, aviation standards and aviation quality assurance auditing.

Nicholas obtained his Masters of Science degree in Airport Planning and Management in 2002 from Loughborough University in the United Kingdom, an avid fan of airshows and has recently taken up the sport of axe throwing for his leisure.



Ms. Zoë Ali, Diversity, Equity and Inclusion Specialist, Peel Regional Police, Canada


Zoë Ali joined Peel Regional Police in September 2017. As the Diversity, Equity and Inclusion Specialist, her approach includes a humanist lens to develop mindful change, best practice supports, and the development of sustainable frameworks for organizational success. Zoë's key expertise covers, ethics, intercultural competency, inclusivity, and a MSc of Regenerative Medicine.

Ms. Bonnie M. Kudrick, Principal Consultant/CEO, 

HumanLink, LLC

Bonnie Kudrick is the founder of HumanLink, LLC, and a global expert in the field of Human Factors and Aviation Security.  Bonnie received her MS Degree in Human Factors Engineering from the University of Idaho, her B.A. in Psychology from Rutgers University, and a Certificate in Key Leadership from American University.  Bonnie was the pioneer at the Transportation Security Administration's (TSA) by integrating Human Factors and Human Systems Integration into the requirements, training, operations, and human capitol branches. This evolved into the establishment TSA's Human Performance Branch in Arlington, Virginia.  Bonnie has over 20 years of professional experience working at Lucent Technologies, Lockheed Martin, L-3 Technologies, and other leading consulting firms, before joining TSA. 


Bonnie's expert knowledge of airport operations stands out among her many abilities.  Her experience includes developing user requirements for security systems, evaluating proposals, training assessments, designing user interfaces, workstation design, and cognitive analyses.  Bonnie's speaking and panel discussions at conferences around the globe are highly praised for their specialized content, she is the leading authority in the field. Her articles have appeared in Federal Aviation Administration (FAA) publications and peer-reviewed journals, in the U.S. and in Europe.


Most recently, during and post-Covid, Bonnie realized the impact that COVID had on screener's mental health.  An advocate for both Screeners and mental health, Bonnie reached out to mental health professionals and airport personnel to document some of the concerns.  The impact motivated her to research mitigation strategies for mental health and screeners.


Bonnie has also specifically targeted innovative training that improves performance for Screeners.  Her expertise in operations and applied research has added great value to screener training. Field operations that involve evaluating operator performance, passenger experience, Graphical User Interface (GUI) analysis, workstation design recommendations and implementation, training, and testing are all relevant and underestimated as factors that impact performance.  Bonnie works in close coordination with users, senior leadership, airport and regional directors, and Transportation Security Officers, both in the U.S. and in the international aviation community, to ensure she provides the right answer to the right questions. 



Ms. Catherine Piana, Director General, Aviation Security Services Association – International (ASSA-i)

Catherine Piana, Director General of ASSA-i (Aviation Security Services Association – international), CoESS (Confederation of European Security Services) and Managing Director of Help2Protect (e-learning platform on the Insider Threat).


Catherine Piana is the spokesperson of the private security industry to the EU and international institutions and stakeholders (CoESS since 2014, ASSA-i since 2016). She covers a wide range of subjects, including Transport Security, AI, Insider Threat, the protection of Critical Infrastructure and Public Spaces.


In 2027-2018, she coordinated an EU-funded (DG HOME) project on the Insider Threat with Securitas and DHL, which led to setting up an e-learning platform on the Insider Threat called Help2Protect, which has become a commercial operation in 2022, co-owned and operated by Catherine and the project manager, Hugo Lücke.


Catherine has co-written and coordinated several White Papers on Security, including on Transport Security, Public-Private Partnerships, Critical Infrastructure Protection (CIP), and most recently on Cyber-Physical Security in CI.


A European lobbyist by profession, Catherine has been in a leadership position in several trade associations since 1997. A Belgian national, she speaks 6 languages (EN, FR, IT, ES, NL, DE).

​Ms. Joanna Styrczula, Regional Hate Crime Coordinator in the Diversity, Equity, and Inclusion Bureau (DEI), Peel Regional Police, Canada


Joanna Styrczula (Stir-Chew-la) has dedicated over 20 years to the field of Law Enforcement. Since joining Peel Regional Police in 2009, she has served in various bureaus. Currently, she is the Regional Hate Crime Coordinator in the Diversity, Equity, and Inclusion Bureau (DEI). She has been an active advocate for enhancing the organization's understanding of 2SLGBTQ+ matters. Before this, from 2003 to 2009, she worked with the Ministry of Correctional Services.


She holds a significant position in the Peel Regional Police Chief's 2SLGBTQ+ Chief Resource Council, leveraging this role to strengthen ties between the police and the 2SLGBTQ+ community and its related organizations.


Furthermore, Joanna is a member of the Peel Regional Police Diversity and Inclusion Committee, which aims to enhance trust and champion equity, diversity, and inclusion across the organization. She has also served as a co-chair for Serving With Pride, a non-profit organization that supports 2SLGBTQ+ individuals in law enforcement and criminal justice roles throughout the province of Ontario.


Moreover, Joanna co-founded and now co-chairs the 2SLGBTQ+ Internal Support Network (PRP PRIDE ISN) for Peel Regional Police. This network emphasizes visibility and crafts initiatives focused on fostering diversity and inclusivity. Through her continued efforts, Joanna aspires to break down societal and systemic challenges, presenting a positive perspective for those identifying as 2SLGBTQ+.



Leveraging Open Source Intelligence for aviation security risk assessment

Mr. Sylvain Lefoyer, Deputy Director, Aviation Security and Facilitation, International Civil Aviation Organization (ICAO)


Sylvain Lefoyer is Deputy Director, Aviation Security and Facilitation in the Air Transport Bureau of International Civil Aviation Organization (ICAO) since 2017. He leads teams in charge of developing policies, Standards and Recommended Practices (SARPs), conducting audits and delivering assistance and capacity building in the areas of Aviation Security, Cyber security, Border Security and Facilitation.

 

Sylvain led the efforts  towards the adoption of the ICAO cybersecurity strategy for civil aviation, its action plan, and the new ICAO cybersecurity governance framework.

 

Sylvain is secretary of the Aviation Security Committee, the International Explosives Technical Commission and the Cyber Security Coordination Committee.

 

Before ICAO, Sylvain's career spans 25 years in the French ministry of transports, covering transport safety and security in maritime navigation, ground transportation and air navigation. He holds a Master's degree in electronics from Paris University and a Master's degree in public management from École des Ponts ParisTech.



​Mr. Edoardo Camilli, Chief Executive Officer and 

Co-Founder, Hozint - Horizon Intelligence


Edoardo Camilli is CEO and Co-Founder at Hozint – Horizon Intelligence. Edoardo's career commenced as an Open Source Intelligence analyst, marking the foundation of his expertise in gathering and analyzing data from publicly available sources. 


He later decided to embark on the entrepreneurial path, co-founding Hozint, where he combined his insights into risk intelligence, OSINT, and technology, with a particular focus on Artificial Intelligence. He has shared his knowledge and insights as a speaker at various high-profile events, including the NATO Advanced Research Workshop on Critical Infrastructure Protection in Stockholm, Sweden, and TechCrunch Disrupt in San Francisco, USA.

​Mr. Andrew Nicholson, Chief Executive Officer, Osprey Flight Solutions


Properly motivated teams, with ownership of their organisation's vision and recognition of the value of their work, can achieve disproportionate results. This principal, combined with a belief that recruitment is one of the most important functions of senior management guides my people focused leadership style. I have great passion for all aspects of business and have experienced the equal challenges of reducing profitability and extreme growth, both of which require a well defined, articulated and disseminated vision and strategy to successfully manage. From this, driving profitability through confident sales management backed up by an efficient delivery platform becomes a practicality, rather than the focus.


I have a broad range of experience within both the commercial sector and the armed forces. I have held Director roles for market leading companies since 2011, which has included all aspects of commercial experience, from finance to operations, strategy to HR. During my 12 years in the Royal Navy and joint specialist capability I deployed on several operational tours in both a command (front line and supporting) and liaison role, working with international partners and OGDs.
