​Dr. Pascal Andrei,  Airbus Senior-Vice-President Chief Security Officer

Pascal ANDREI has a French state PhD degree in Competitive Intelligence & Security from Paris University after a Mathematics and Physics Masters.
He started his career at AEROSPATIALE in 1993 as head of Competitive Intelligence before leading e-business activities in Munich for EADS headquarters.
He created and led Aircraft Security within Airbus before becoming Chief Product Security Officer and Executive Expert for all Airbus divisions overseeing all Airbus products (aircraft, helicopters, satellites, launchers…).
Pascal ANDREI is currently Airbus SVP Chief Security Officer, leading all Security activities globally for Airbus companywide, with a direct report to Airbus CEO.
He plays a very active role in international cooperative efforts to guarantee the overall (Cyber and Physical) security of the commercial aviation industry infrastructure. For this contribution, he was nominated personality of the year in 2015 by the Air Transportation System Security community in Dubaï.
He is a reservist of the “GIGN” the elite police tactical unit of the French National Gendarmerie and was decorated Knight of the Legion d’Honneur in 2017.

Mr. Chris Selim, Deputy Director, Aviation Security Strategy & Policy, Department for Transport, United Kingdom


Chris leads the teams in the UK Department for Transport (DfT) responsible for coordination and delivery of the UK's Aviation Security Strategy. Chris also has responsibility for the UK's domestic and inbound aviation security policy, working closely with other UK Government Departments, Agencies, Industry, and international partners including ICAO.

Chris has worked for the DfT since 2021 and spent the previous decade in a variety of security and aviation security focused roles.



Mr. Hamad Al Muhairi, Assistant Director General, Aviation Security Affairs, General Civil Aviation Authority Unides Arab Emirates


Mr. Hamad Salem Al Muhairi is currently the Assistant Director General, Aviation Security Affairs Sector in the General Civil Aviation Authority (GCAA) of the United Arab Emirates (UAE). He has 23 years of experience in the field of Civil Aviation Security, Facilitation and Safe Transport of Dangerous Goods by Air.

 

He holds a Bachelor's Degree in Business Administration along with other professional and specialised qualifications in the field of Civil Aviation Security, Facilitation and Transportation of Dangerous Goods by Air.

 

He was nominated by the Government of UAE as a member of the ICAO Aviation Security Panel and the Dangerous Goods Panels. He is currently the Chairperson of the prestigious ICAO AVSEC Panel. He was also elected as the Vice Chairperson of the ICAO AVSEC Panel during 2022-23 session. He is the Rapporteur of the ICAO Study Group – Aviation Security Incident Reporting (SG-ASIR); ICAO AVSEC Panel Task Force on Assessing the Enhancement of Compliance with Annex 17 (TF-AEC17); and the ICAO Aviation Security Panel Task Force of the Governance Handbook (TF-GH). 

 

He actively participates as a member in the International Civil Aviation Organization (ICAO) Panels and Working Groups such as Aviation Security Panel and Dangerous Goods Panel and represents the UAE in other important international forums too.

 

As part of his duties and responsibilities, he is responsible for providing aviation security safeguards, measures and procedures at all international and domestic civil airports within the UAE in order to safeguard civil aviation operations against acts of unlawful interference. This entails looking after AVSEC Policy, Regulations and Planning; AVSEC Oversight & inspection; Intelligence and Threat Assessment; Facilitation; and, Safe Transportation of Dangerous Goods by Air.  



Mr. Tárik Pereira de Souza, Civil Aviation Regulation Specialist, Department of Airport Infrastructure, Brazil


Holding the position of Specialist in Civil Aviation Regulation, he has held the role of Manager of AVSEC and Facilitation Branch at the ANAC Airport Infrastructure Department since December/2019. Nowadays he is the Brazilian Member of the Aviation Security Panel and former Brazilian Member of the Facilitation Panel (Jan. 2020 – Sep. 2023).


Graduated in Aeronautical Infrastructure Engineering from the Instituto Tecnológico de Aeronáutica – ITA (2000), is a Labor Safety Engineer from the State University of Amazonas - UEA (2007), and Postgraduate in the Executive MBA in Public Management from Fundação Getúlio Vargas – FGV (2015).


Between 2000 and 2007, he was an official of the Brazilian Air Force, having working on the design, analysis, oversight, and execution of aeronautic infrastructure works, in the area under the responsibility of 7th Regional Air Command.


As a Specialist in Civil Aviation Regulation since December/2007, he has held various management positions at ANAC, being responsible for coordinating Safety and AVSEC processes, including the coordination of the oversight of all Brazilian aerodromes and AVSEC aerodrome certification processes.

Ms. Beatrice Muthoga, Manager Aviation Security, Kenya Civil Aviation Authority

Beatrice Muthoga is the Manager, Aviation Security at the Kenya Civil Aviation Authority (KCAA), the Appropriate Authority for the Republic of Kenya.


Prior to this, she worked for the Kenya Airports Authority (The airport operator) for 18 years holding different positions. She was the Airport Operations Manager at Jomo Kenyatta International Airport for 3 years prior to which she served as an Assistant Security Manager, Aviation Security Instructor and Supervisor. Beatrice commenced her carrier as a Security Screener at JKIA and has risen through the ranks to her current role.


Beatrice is an ICAO-certified Aviation Security Instructor, ICAO Certified USAP CMA Auditor, an ICAO-certified National Inspector and a Certified Aviation Security Professional Manager by ICAO and the University of Concordia among other certifications.


Beatrice holds a Diploma in Economic Crime Management, Bachelor's degree in business administration (HRM), and an MBA in Aviation Management.



Mr. Douglas Yeo, Director (Security Policy & Emergency Preparedness), International Relations and Security Division, Ministry of Transport, Singapore

Douglas Yeo is the Director for Security Policy and Emergency Preparedness with the Ministry of Transport, Singapore.  His team oversees all aspects of Land, Air and Maritime transport security policies, including cybersecurity and emergency preparedness.

 

Prior to joining the Ministry, Douglas served as the Deputy Director for Aviation Security and Emergency Preparedness with the Civil Aviation Authority of Singapore, as well as with the Singapore Police Force.  In his 20 years of service with the Singapore Police Force, Douglas saw duty in a range of roles spanning command, investigations and operations in various police units.  Douglas left the Singapore Police Force with the rank of Superintendent of Police and was at that time in-charge of aviation security and quality control with the Airport Police Division.

 

Douglas led Singapore's effort in developing and implementing an air cargo supply chain security regime.  He was also instrumental in developing and implementing Singapore's national civil aviation security quality control programme, as well as fronting Singapore's compliance efforts for both the 2006 and 2012 Universal Security Audit Programme conducted by the International Civil Aviation Organisation.

 

Douglas is the Acting Chair of the ICAO Facilitation Panel and Singapore's representative on the Panel.  He is also Singapore's alternate representative for the ICAO Aviation Security Panel, and Vice-Chair of the ICAO Asia and Pacific Regional Aviation Security Coordination Forum (RASCF).  Douglas chairs the Aviation Security & Facilitation sub-group of the ICAO APAC COVID-19 Contingency and Recovery Planning Group.  He is also the Rapporteur of the ICAO Facilitation Panel's Working Group on Guidance Material since 2016.

                                                                                         

Douglas graduated in 1993 with an Honours degree in Economics and holds professional qualifications as an Avsec Professional Manager, ICAO Certified AVSEC Instructor and ICAO Certified USAP-CMA Auditor.

Mr. Patrick Mana, EATM-CERT manager and cyber-security program manager, EUROCONTROL


Patrick is the EATM-CERT manager and cyber-security program manager at EATM-CERT manager and cyber-security program manager Patrick has spent his entire career working in aviation mostly in air traffic management (ATM). 

He started 35 years ago working with Thales on aviation software development and project/product management. In 1999, he joined EUROCONTROL, where he led the safety assessment activities. 

In 2008, he moved to the Single European Sky Air Traffic Management Research Joint Undertaking (SESAR JU), where he was the Head of the development framework for all transverse activities including security for six years.

Ambassador Laurent Pic, Representative of France on the  Council of ICAO


Since August 4th, 2020, Ambassador Laurent Pic has served as Permanent Representative of France on the ICAO Council.

Most recently prior to his appointment, he served as Ambassador Extraordinary and Plenipotentiary of France to Japan from 2017–2020.


Ambassador Pic joined the French Foreign Affairs Ministry on 24 March 1993. His Excellency Dr. Mohamed Al Kuwaiti, Head of Cybersecurity, United Arab Emirates

Dr. Al Kuwaiti was appointed by the Cabinet as the Head of Cyber Security for the UAE Government since 2020. As the Head of Cyber Security, his mandate includes responsibilities as the Chairman of the UAE Cyber Security Council as well as Managing Director of the National Data Centre under the Supreme Council for National Security. As the Head of Cyber Security for the UAE Government by

investiture, Dr. Al Kuwaiti has legal authority over all aspects pertaining to securing the cyberspace for the entire Nation.


In his current role, Dr. Al Kuwaiti is tasked with the responsibility of charting the cyber security strategy for the Nation that not only equips the UAE to enter the digital era with capabilities to deal with the new threat landscape exacerbated by the pandemic, but also ensures UAE’s leadership in cyber security globally; towards establishing the UAE as the world’s leading trusted digital hub and supporting the Nation’s digital transformation agenda and the digital future of all residents who made UAE their home.


Towards that end, he leads the Council to outline an implementation plan to protect the UAE cyberspace through emerging technologies such as Cloud, Big Data and AI in a whole-of-government approach coordinating and orchestrating efforts between Emirates and government entities via a unified platform built and managed by the Council.


Under Dr. Al Kuwaiti’s leadership, the UAE has advanced 42 positions in the ITU Global Cybersecurity Index, rising to the 5th place globally from 47th in the previous assessment. Dr. Al Kuwaiti has also led UAE to many firsts, including Guinness World Records for having the most users in a cyber capture the flag (CTF) competition, the largest bug bounty competition and the largest cyber drill; all initiatives that aim at capacity building in cyber security and improving the technical competencies of cyber security professionals and enthusiasts. More importantly, he has been instrumental in advocating for realizing the value of cyber security by demonstrating cyber security as a critical business enabler. Since 2021, Dr. Al Kuwaiti plays the role of an ambassador for collaboration between the government and cyber agencies, helping to bridge the discussion between the two major stakeholders in the digital economy.


Under his chaperone, key public-private partnerships were established between the UAE Cyber Security Council and leading local and international cyber security organizations with the goal of making a positive contribution to the UAE cyber agenda and be a major force that will benefit the global cyber security industry. Additionally, bilateral agreements established with countries both within the region and across the world contributed towards mutual information sharing, capacity development and legal assistance aid treaties, all key outcomes as a result of the National Cyber Security Strategy that he has put in place to realize the vision of the UAE for the next 50 years.


Underscoring the UAE’s leadership in cyber security on a global stage under Dr. Kuwaiti’s tutelage, UAE plays a pivotal role in the Arab Regional Cybersecurity Centre with UAE being elected as the Vice Chair of the Organization of Islamic Cooperation (OIC) Computer Emergency Response Team to respond to cyber emergencies during the 10th Regional Cybersecurity Week for Arab Countries and OIC Member States in 2022. UAE also co-chairs the Information Sharing Committee in the White House Counter Ransomware Initiative, a coalition of 37 international partners. His contributions to accelerate the cyber security maturity of the Nation and fostering a vibrant cyber security ecosystem in the UAE have been recognized in multiple forums, including the (ISC)² Government Professional Award for EMEA. Dr. Al Kuwaiti also sits on the Boards of the UAE Council for Digital Wellbeing, Telecommunications and Digital Government Regulatory Authority (TDRA), Federal Geographic Information Center and is on the Advisory Committees of the College of Information Technology under United Arab Emirates University (UAEU) and Emirates ICT Innovation Center (EBTIC) under Khalifa University. Additionally, he is an Adjunct Professor under the Homeland Security Program at Rabdan Academy and a visiting lecturer on Cyber Security at universities such as Khalifa University and National Defense College in Abu Dhabi.


Prior to his current appointments, Dr. Al Kuwaiti was with the National Electronic Security Authority in various appointments and capacity since 2013 where he was most recently the Executive Director of Government Operations managing National and International government relations. He had served as the Chief Technical Analyst at the Ministry of Interior where he had held other positions, such as Operations Director and CTO of the Counter Terrorism Center. Dr. Al Kuwaiti started his 20 year-long career as a Defense, Air, and Naval Military Attaché with the Embassy of The United Arab Emirates based in Washington, D.C.


Dr. Al Kuwaiti has published numerous papers and keynoted at many conferences such as IEEE, RSA, Cyber Warfare Europe, Tele Strategies, ISS World MEA, IDEX, International Anti-Cyber Crimes

Conference and Future War Summit. He is a highly sought after speaker internationally and has provided the main keynote address for more than 50 international, regional, and national cybersecurity events such as GITEX, GISEC and the World Government Summit, and has presented the UAE Cyber Security Framework at INTERPOL Global Cyberspace and Cybercrime Complex located in Singapore.


Dr. Al Kuwaiti holds a Doctorate in Computer Engineering and Network Security from George Washington University in the U.S. and a master’s degree in Telecommunications and Computer Networks. He also holds a M.A. degree in International and Civil Security. Dr. Al Kuwaiti is an honorable member of the Society of Engineers, IEEE Society, Golden Key National Honor Society and Computer Society. His research interests are detecting, monitoring and responding to cyber warfare, network forensics, corporate governance & processes, and national cyber policy.




Mr. Sirajo M. Gidado, Cyber Security Analyst, Nigerian Civil Aviation Authority


I am a cybersecurity professional with a wealth of knowledge and experience in the field. Holding a Master of Science (MSc) degree in Cybersecurity, I have dedicated the past decade of my career to enhancing the digital security landscape as a member of Cybersecurity Experts Association of Nigeria (CSEAN). Currently, I serve as a Cybersecurity Analyst at the Nigeria Civil Aviation Authority, where my role is safeguarding critical aviation systems and infrastructure from cyber threats.

 

My expertise extends to the global stage, as i was invited to present a working paper at the International Civil Aviation Organization (ICAO) Cybersecurity Panel. Which I shared insights on the ever-evolving cyber threats associated with eVTOL (electric Vertical Takeoff and Landing) aircraft, highlighting the significance of robust cybersecurity measures in this emerging technology sector.



Mr. Graeme Phillips, Director of Aviation Security, Department of Home Affairs, Australia, and Secondee with the Transportation Security Administration, United States


Graeme Phillips is a Director of aviation security within the Australian Government's Department of Home Affairs who is commencing a secondment with the US Government's Transportation Security Administration in late-October 2023. Graeme has worked for the Australian Government for over 13 years across a range of policy and program areas including employment, manufacturing and customs policy before commencing in aviation security policy in 2019. Graeme holds a bachelor's degree in psychology from the University of Wollongong and has recently migrated to the US with his family.



Flight Safety and Security in Turbulent Times: Navigating Conflict Zones

Mr. John Velho, Executive Director, International Aviation, Transport Canada


John Velho has recently been appointed to the role of Executive Director, International Aviation for Transport Canada. 

 

Mr. Velho has 24 years of experience in the Government of Canada. He has held many positions in program, policy, training, and operations in areas related to operational strategies and plans, oversight audits, national inspectorate training programs, national quality control programs, and risk assessments. Mr. Velho has also managed international relationships through capacity-building initiatives and has represented Transport Canada on different expert panels. In his previous position as Director, Passenger Protect Program and Targeting Operations, he led Transport Canada’s (TC) response to the downing of Flight PS752 and the Safer Skies Initiatives, established a Conflict Zone Information Office, established a 24/7 Passenger Protect Program Operations Centre to carry out centralized passenger vetting, led TC’s Air Right Touch initiative to enhance passenger facilitation, and made progress on the use of artificial intelligence solutions for the implementation of the Pre-load Air Cargo Targeting Program.



Mr. Abdulla A. Al-Nsour, Director, Civil Aviation Security and Facilitation, Aviation Security and Facilitation Directorate, Civil Aviation Regulatory Commission (CARC), Jordan


Abdulla A. Al-Nsour, Director of Aviation Security & Facilitation Directorate, Jordan Civil Aviation Regulatory Commission (JCARC) Charmin of the national aviation security threat assessment and risk analyses, ICAO certified AVSEC Instructor.


Mr. Al-Nsour began working with Jordan civil aviation Authority in 1995 as a researcher in the Air Transport Directorate and held various positions until his appointment as Director of Aviation Security and Facilitation in 2018 to date. As the Director of AVSEC & Facilitation of the Jordan Civil Aviation Regulatory Commission, Mr. Abdulla A. Al-Nsour is contributing to relevant decision-making in the civil aviation security department, providing consultations to assist the policymaking as well as setting of standards, procedures and programs for aviation security, and supervising the execution of functions related to security oversight of airlines, airports and air navigation service providers. Mr. Al-Nsour is also responsible for the establishing, administration and maintaining of the State Civil Aviation Security Program and State Civil Aviation Facilitation Program, in addition he is leading the National committee for aviation security threat assessment and risk analyses and in providing advice on matters related to civil aviation security, as required.


Having previously served as the Acting Director of the Air Transport & International Relations Directorate, and AVSEC inspector for JCARC, he oversaw AVSEC inspectors, participated in the quality activities, such as inspections, tests and audits. He also prepared quality reports including findings and recommendations, as well as reviewing airports and air operator security programs in accordance with the National Security Program. Mr. Al-Nsour has also been a Business Intelligence Unit Manager, and Chief of Economic Regulation for airlines, both for the JCARC. Abdulla A. Al-Nsour is Jordanian and married and he was born in Amman, Jordan.



Dr. Michael O. Aomo, Ph.D, Manager Air Traffic Services, Kenya Civil Aviation Authority

Michael holds a Doctor of Philosophy Degree in Business Administration – Finance. He is a trained and licensed Air Traffic Controller endorsed with 3 ratings (i.e., Aerodrome, Approach Procedural, Approach Surveillance); and has over 21 years of experience in the aviation industry.


In his current capacity as the Manager, Air Traffic Services at the Kenya Civil Aviation Authority (KCAA), he leads and guides the development and review of policies, strategies, standards, procedures and regulations on air traffic services in accordance with Civil Aviation (Air Traffic Services) Regulations and relevant Civil Aviation Regulations.

He also serves as the Secretary to the Civil/Military Coordination Committee, in Kenya.

 

Michael is a renowned Safety Management Expert as well as an ICAO certified Senior Instructor for the Safety Management for Practitioners (SMxP) Course.

He is the Kenya's Representative at the Safer Skies Consultative Committee (SSCC), which is currently being chaired by Canada, and co-chaired by The Netherlands as the Co-Chair.



​Mr. Adam Borkowski, Aviation Security and Intelligence Expert, European Union Aviation Safety Agency (EASA)


Since January 2020 Adam has been working for the European Union Aviation Safety Agency (EASA) as an Aviation Security and Intelligence expert being an active member of the EASA conflict zone team. In his current role, he manages the European Information Sharing and Cooperation Platform on Conflict Zones and contributes to the EASA and EU risk assessment processes for conflict zones.  


Prior to that, he worked five years for ECAC as an Aviation Security Audit and Capacity Building Officer. Previously, he also spent eleven years with the Polish Civil Aviation Authority in a variety of security-related roles, including four years as Director of the Aviation Security Department.  


He graduated from Sorbonne University in Paris with a degree in political science with specialization in international relations.  Following this, he continued his education in Poland and acquired postgraduate degrees at the National Academy of Defense and at the Military Technical Academy. 



​Mr. Daniel Vaca, Head International Security and Contingency, Operations Safety and Security, International Air Transport Association (IATA)


Mr. Vaca is assigned as the Head, International Security and Global Contingency within the IATA Operations, Safety & Security Division. Mr. Vaca joined IATA in 2018, following a career spanning over 29 years with the U.S. Federal Aviation Administration.


Mr. Vaca originally joined IATA as the Head of ATM Harmonization. In that role, Mr. Vaca was responsible for activities related to international policies and procedures developed by the International Civil Aviation Organization (ICAO) which would affect airline and ANSP global operational improvements, with a focus on ATFM and crisis management. An expert in the field of Air Navigation Services, with experience in aviation air traffic control operations at both the terminal and organizational headquarters level. Mr. Vaca has been responsible for managing numerous global projects, as well as coordinating efforts with international organizations, including ICAO, the North Atlantic Treaty Organization (NATO), the Civil Air Navigation Services Organization, as well as U.S. FAA departments.


Due to his extensive experience in crisis management, Mr. Vaca was re-assigned to the IATA Security organization to assist in developing and presenting aviation contingency plans, programs, and policies, as well as implementation of those programs. In particular, his experience in crisis management related to conflict zones and military airspace utilization, supports IATA efforts in maintaining a safe and secure operating environment for civil aviation.

Ms. Nina SmithHead of Aviation Security Training and Human FactorsUK Civil Aviation Authority


Nina Smith is currently the Head of the Aviation Security Training and Human Factors team at the UK CAA. Her responsibility include the regulation and quality assurance of security training in the industry, implementation of security culture and capacity building in the area of human performance and factors.


She is the current chair of the ECAC Training Taskforce, a member of the International Civil Aviation Organisation (ICAO) Training Working Group and a qualified National Aviation Security Auditor. 




Ms. Michelle Salgado Ferreira Arcúrio, Civil Aviation Regulation Specialist, National Civil Aviation Agency (ANAC), Brazil 


Michelle Salgado Ferreira Arcúrio is a current Post-Doc Researcher at the Department of Social, Work and Organizational Psychology at the University of Brasilia (UnB). Her research focuses on Activity Ergonomics, Well-Being, Work Context, Quality of Work Life (QWL), and Human Cost in screening checkpoints. Michelle completed her Doctorate in 2021 and her master's degree in 2014, both from UnB, with a specialization in human factors within screening checkpoints.


Michelle began her civil aviation career in 2007 as a Specialist in Civil Aviation Regulation at the National Civil Aviation Agency (ANAC) in Brazil. Throughout her career, she has completed courses such as AVSEC National Inspector, Security Instructor, and TRAINAIR Instructor, all accredited by the International Civil Aviation Organization (ICAO).


She has experience in the fields of civil aviation training (2007-2009), safety (2009-2010) and since 2010 until now, she has been working in the aviation security domain. From March 2016 to March 2020, she was responsible for Aviation Security Certification Process Department (airlines, airports, personnel and aviation security training organizations). Currently, she is a member of ANAC's Personnel Instruction and Certification Security Team.



Mr. Teun Muller, Senior Policy Advisor, Aviation Department, Ministry of Infrastructure and Water Management, Netherlands


Teun Muller is a technical aviation expert and international regulator with over 18 years of experience at the Ministry of Infrastructure and Water Management in The Netherlands. His role as a senior policy advisor encompasses a wide range of responsibilities in aviation security and the transport of dangerous goods. From a policy and regulatory perspective, he focuses on crucial areas such as safeguarding aviation from cyber threats and ensuring the security and safety of aviation operations. He is dedicated to optimizing aviation safety and security, playing a key role in his department.

 

Teun's active engagement in the International Civil Aviation Organization (ICAO) reflects his commitment to advancing global aviation standards. Nominated by the Netherlands, he serves as a panel member across various ICAO panels and working groups. He is the chairman of the Dangerous Goods Panel, a member of the ICAO Trust Framework panel, the ICAO Cybersecurity panel, and serves as an advisor in the Security panel. In these capacities, he plays a vital role in shaping a secure and safe aviation ecosystem. Teun's active involvement with the International Civil Aviation Organization (ICAO) attests to his unwavering dedication to advancing global aviation standards and firmly establishes him as an expert in the field of aviation security and the safe transport of hazardous goods by air.



Mr. Adam Troczyński, Head of Consulting and Services - Aviation, Center for Adaptive Security Research and Applications (CASRA)


Adam Troczyński is Head of Consulting and Services for Aviation at CASRA – Center for Adaptive Security Research and Applications. Adam gained the experience in aviation security for more than 15 years in various roles as a subject matter expert and holding managerial positions with Appropriate Authority, airline, and IATA. In his current role his focus areas are aviation security projects, research and initiatives related to competences in security x-ray operations as well as the Security Management System (SeMS) in general.



Ms. Jingru Yan, Manager, Human Factors and Performance,  Department of Corporate Safety, Security and Quality, Air Canada


Jingru Yan is the Manager, Human Factors and Performance at Air Canada, Corporate Safety Department. Her experience in the aviation industry has largely involved in human factors, safety management systems, safety investigation, training, and health and safety in the past ten years. She has supported many operational branches in developing human factors focused studies and training programs. 


Jingru obtained her Bachelor of Engineering – Safety Engineering & Management from the Civil Aviation University of China. It was then that she became passionate about aviation. After graduating, Jingru went on to study a Master of Applied Science in Systems Design Engineering (Human Factors in Aviation) at the University of Waterloo in Canada, before working her way to her dream job at Air Canada.
