Mr. Abdelnaser Eid
Mr. Abdelnaser Eid is a Cyber security consultant at Tenable network security looking after the pre-sales operation in the Middle East region. He has been in the IT industry since 2006,  Before being a sales engineer he worked in operations and project delivery teams and during his journey he gained a great experience in Cybersecurity and data communication by working for the leaders in these Domains like Cisco Systems, Huawei and FireEye.
Mr. Adel Abdel Moneim
Mr. Adel Abdel Moneim, Registered ITU-ARCC Cybersecurity Expert, has over 22 years of experience in the IT / Cyber Security fields, spending most of his career in Information Security Consultation and Training, IFSEC Global Influencer 2019" Thought Leader" Becoming the first Licensed Penetration Tester (LPT) in Egypt (2008), it comes as no surprise that Adel has been awarded the Instructor of the year / Circle of Excellence awards from EC Council for Africa / Middle East regions eight times between 2008 and 2016. 
Adel is an international certified trainer from ISC2, ISACA, EC-Council, PECB and CIW who has delivered hundreds of official training courses and workshops. He maintains an exceptional track record of excellent feedback throughout his course delivery, be it at multinational companies, academic / training entities or law enforcement / military institutions, in the areas of Pen-Test, Digital Forensics, Risk Assessment and Management, ISO Standards Implementation/Audit or Security Governance and Compliance.

Mr. Ahmed Abdel Wahab

Mr. Ahmed Abdel Wahab El Marady is senior Communication, Navigation and surveillance (CNS) safety oversight inspector - Air Navigation Engineer at the Egyptian Civil Aviation Authority since 2012, with over 12 years of accumulative experience in telecommunication engineering.

Mr. El Marady received the Bachelor of Science degree in communication and electronics engineering, in 2007 and the Master of Science degree in communication and electronics from Cairo University, Egypt in 2015. 

Currently, he is PhD student, the subject of dissertation is "Assessment and Mitigation of Cyber Security Threats in Next Generation Air Navigation Systems: Air Traffic Surveillance as a case study".  The objective of his research is to establish comprehensive framework for the assessment of the cyber security threats in the various air navigation systems and to develop relative mitigations techniques. In his researches, he has proposed novel contributions such as utilizing artificial intelligence and machine learning techniques.
Mr. El Marady published many research papers in international conferences and journals. Example of such researches is research titled "Enhancing Accuracy and Security of ADS-B Via MLAT Assisted-Flight Information System," published in IEEE International Conference on Computer Engineering and Systems (ICCES 2017), (Cairo, Egypt), Dec. 2017. 

Since February 2018, Mr. El Marady is member of the first ICAO MID regional office action group/ Working group established to initiate the first Air Navigation cyber security plan in the Middle East region. Since July 2018, he is member of ICAO Study Cyber security Working Group on Current and Future Air Navigation Systems as subject matter expert, Montreal, Canada. Also, he is member of ICAO MID Ad-hoc frequency management working group. In addition, Mr. El Marady is ATSEP Instructor at the Egyptian Aviation Academy.


Mr. Alireza Khodadoost 
​Mr. Alireza Khodadoost is a senior IT and Communication expert in Iran airports & air navigation company.
He has played many roles such as IT manager at airports and AFTN department and now is the director of software department. Also he is the member of cyber security committee and has experience in lunching SOC center and CERT team in in Iran airports & Navigation Company.

Mr. Andreas Meyer

Mr. Andreas holds an Air Transport Pilot Licence and aviation qualifications as instructor pilot and CRM trainer. He has a degree in Natural Sciences, holds a Master of Science in Risk, Crisis and Disaster Management from the University of Leicester, has a certificate in Cybersecurity from Harvard and is a researcher on social and cultural aspects of Risk, Crisis and Disaster Management.  

Prior to joining ICAO, Andreas has worked in military, government and corporate flight operations as an instructor pilot and operational risk manager, and for two years acted as the Managing Director of the International Federation of Airline Pilots' Associations.

In 2013 he joined ICAO's Integrated Safety Management Section at the organization's headquarter in Montreal, as resident operational safety expert supporting the section's Safety Intelligence activities.  Later he transitioned to the Operational Safety Section and commenced duties as the Focal Point for ICAO's Conflict Zone Information Repository. In 2015, and in addition to the responsibilities on Conflict Zones, he started supporting the development of ICAO's newly established Safety Information Monitoring Service. In 2016, Andreas assisted in the development of the ICAO Crises and Rapid Response Programme, providing support and research in the field of Risk, Crisis and Disaster Management to the Programme Manager. As of August 2017, as a direct result of the ICAO General Assembly Resolution A39-19, he was appointed as the ICAO Aviation Cybersecurity Officer.

Mr. Ayed AL Qartah
In his role as Security Technical Solutions Architect, Ayed works with many customers in all verticals where he provides architectural, design, and implementation recommendations to solve a multitude of cybersecurity challenges using an integrated portfolio of best-in-class products across the network, endpoint, cloud, internet/DNS and email. 
His experience includes working closely with customers advising them on technical security practices, secure network architectures, and advanced threat mitigation strategies. He possesses a heavy focus on advanced persistent threats, malware, forensics, sandboxing, incident response capabilities and actively stays abreast of developing tactics employed by threat actors.
 Ayed has over twelve years of experience working with large enterprise networks, banks, government, defense and energy customers in the Middle East.
Prior to joining Cisco, he spent four years with FireEye META as a Consulting Systems Engineer where he designed cyber solutions to mitigate zero-day malware and APT attacks.
 Ayed is currently pursuing his master’s degree in Cyber Security (Cyber intelligence specialization) at Utica College, New York.

Through his diverse achievements working for companies such as Trusted Labs, Gemalto and the head office of Credit Agricole Bank, Ayman comes with a wide cybersecurity experience portfolio touching subjects like IT risk governance, comitology, Information System Security, IT Strategy definition, Cybersecurity Certifications, Cybersecurity Evaluations, Cybersecurity lab development (according to ISO 17025 and CSPN standards), Cryptology, etc. One of his foremost skills is implementing cybersecurity while considering the Business Line constraints and ensuring their comfort.
Ayman holds a Master of Science Degree in Cryptography and Computer Security from the university of Bordeaux I, France.
Mr. Bashar AL Ohali
​Mr. Bashar AL Ohali Holds a PhD in Computer Systems Security from LJMU, UK. Have published 15 papers including chapters, articles in journals and presentations at international conferences in Cybersecurity area. Hands-on experience in the fields of information security, IoT, risk management, cryptography, smart city. Currently, working as director of cybersecurity at GACA. Main roles are creating and managing security strategies, establishing GRC framework, and evaluates the organization to ensure compliance with standards and relevance with security principles.
 Mr. Biju Hameed

Mr. Biju Hameed is a seasoned cybersecurity professional & international speaker with over eighteen years of extensive experience in the areas of cybersecurity management & operations with in depth knowledge on technology & business domains. He currently heads the Cybersecurity & Resilience practice at a Dubai Airports.

In the past, he has worked in various roles within the infrastructure and security domains with organizations such as Schlumberger, Total, Atos Origin and on projects for State Agencies, Defense and Service Providers across the Middle East.

Biju holds Bachelors in Computer Science & Engineering and has several professional certifications to his credit some of which are CISSP, CISM, CISA, CRISC, CCSP, ISO 27001 & 9001 Implementation/LAC, and others. He is also currently pursuing his Master's degree in cybersecurity.

He is currently a sitting advisory board member for the Gartner GCC Security & Risk Management Summit (since 2015) and Palo Alto's EMEA Executive Advisory Board. He has also been awarded the (ISC2) Committee Choice Awards (MESA) 2018 and has been a recipient of the MESA CISO100 Information Security Executive Award for the past 3 years.

Mr. Bruce Jackson

Mr. ​Bruce Jackson, BSAE, MA BMI, a subject matter expert in the field of e-Enabled Aviation, addressing challenges with information, communications, informatics, analytics and cyber security for the digital, software and data intensive connected aircraft. 

In this domain he has worked with the major airline, business jet and avionics manufacturers and many airlines and business jet operators across the world. His work has included Airbus, Boeing, Bombardier and Gulfstream aircraft, in both airliner and business jet configurations. In matters of cyber security, He has addressed both airworthiness and cabin privacy. He and his team has addressed the business critical issues of GDPR, information security and privacy for the largest aircraft operating for the wealthiest individuals and businesses. He frequently works with corporate general counsels, designated outside counsel to maintain the strictest levels of privacy and confidentiality.
Bruce has extensive experience with In-Flight Satellite Communications and Wi-Fi Connectivity. He was a Principle Investigator for the NASA Advanced Communication Technology Satellite (ACTS) where he integrated Wi-Fi data delivery into Ka / Ku band spot beam data stream. He served as a consulted to the airlines to recommend their next generation SatCom service providers.

His aerospace experience includes consultant  in the development of wireless ad-hoc mobile data networks for battlefield electronic warfare and intelligence. His professional experience also includes Lead Systems Engineer for real time flight operations of the Voyager Spacecraft during the Uranus and Neptune Planetary encounters and the first phase of the Voyager Interstellar Mission, and the Galileo Jupiter Orbit Insertion. Prior to his work at NASA JPL, he was at the Lockheed Skunk Works and Northrop flight-testing classified military aircraft.
He was a member of the Cellular Telephone and Internet Association, a member of their Wireless Internet Caucus and on their CIO Wireless Advisory Board. While at Pfizer he was a senior manager for Global Infrastructure architecture and Mobile Technology Strategy. 
Mr. Jackson holds a Bachelor of Science in Aerospace Engineering and Master’s Degree in BioMedical Informatics from Columbia University, with additional graduate work at the Graduate School of Business and College of Physicians and Surgeons.

Mrs. Cornelia Ludorf 

Mrs. Cornelia Ludorf joined ICAO in 2007 and first served at ICAO Headquarters in Montreal in the Implementation Support and Development Section of the Aviation Security (AVSEC) Branch. She was responsible for the global network of Aviation Security Training Centers (ASTCs), an AVSEC instructor and served in assistance missions.
In February 2012 Mrs Ludorf took the position as Regional Officer Aviation Security and Facilitation in the ICAO European and North Atlantic (EUR/NAT) office in Paris supporting the 56 accredited States in the implementation of Annex 17 and Annex 9 requirements. This includes the organization and conduct of Regional meetings related to Aviation Security (Annex 17) as well as to Facilitation (Annex 9) topics, support of the ICAO AVSEC audit programme, training and assistance of States and the liaison with European organizations and the Industry such as the European Commission, Eurocontrol , EASA ,the European Civil Aviation Conference, IATA, ACI etc …

Before joining ICAO Mrs Ludorf was the head of the AVSEC implementation section in the Swiss Federal Office for Civil Aviation (2002 – 2007). Between 1988 and 2001 she was working for Swissair, inter alia as Manager Facilitation for the airline. Mrs Ludorf has a Master's Degree in History from the University of Zurich/Switzerland.

Mr. Greg Kurten
Mr. ​Greg Kurten is the Director of Communication, Navigation and Surveillance at the GCAA's Area Control Center in Abu Dhabi.
After completing his studies in Electrical Engineering in 1999 he joined South Africa's primary telecommunications provider, Telkom SA in the Core Network Operations division. He specialized in the switching and transmission environment for almost 9 years before accepting a Systems Engineer position at Serco in Abu Dhabi in September 2008.
During his first year at the newly built GCAA Area Control Center, he primarily focused on the network design and configurations of the IPVPN network that was to be used for data communications between all the respective GCAA sites and the airports within the UAE.
In 2010 he was promoted to Head of Engineering, a position he held till 2015 when he was promoted to Director of CNS.
He is married with 2 kids and in his spare time enjoys fishing and various sports such as cricket and rugby.

​Ms. Hana Guyaux Pecháčková holds a master degree in law and jurisprudence (2000) from the Masaryk University Brno, Czech Republic. She studied "e-commerce and cross-cultural management" (2000) at the Economic University of Vienna, Austria and attended courses on International public and private law organised by The Hague Academy of International Law (2001, 2002), The Hague, The Netherlands.

Since 2000 she worked for several international law firms where she focused on competition, telecommunication and electronic communication, e-commence, intellectual property rights and IT & new technologies.

Ms Guyaux Pecháčková has joined the European Commission in July 2005 as a legal officer at Directorate-General Justice, Freedom and Security. Ms Guyaux Pecháčková worked in the field of data protection and privacy, dealing with data protection and privacy related issues in new technologies.

In October 2011, Ms Guyaux Pecháčková joined the European Commission’s Directorate-General for Mobility and Transport/ (Aviation) Security unit. She is the Secretary of the Aviation Security Committee and Stakeholders Advisory Group on Aviation Security and is responsible for cyber security policy and coordination.

Mr. Hossam El Shaffei

​Mr.Hossam El Shaffei has over 30 years work experience in multinational organizations such as the United Nations (UN), USAID and in assisting other organizations regional and international. He has global and regional work experience, and has provided management and their governing boards with advice for better governance, risk management, controls, fraud prevention and detection, quality, transparency and fighting corruption programs.

Mr. El Shaffei is an Oversight expert on international and multinational organizations having knowledge of internal oversight in the areas of audit, investigation, inspection, financial management, administration (transportation, HR, premises management, maintenance, procurement, construction, etc).

Mr. El Shaffei started life working for the largest USAID in Egypt as the Chief of Accounts. He served as the Financial Controller and Director of Personnel Services for the Cairo American College in Egypt. He then moved to the UN where he retired in April 2017 after a long service as an international civil servant which included Chief Field Finance at the Headquarters in Rome and Head of the Regional Finance and Administrative Office for the South America Region for the UN World Food Programme. His last position was as Senior Auditor (audit, inspection and investigation) with the UN Relief and Works Agency. Now and after the UN he joined RSM Consulting and Financial Process, Egypt as a Partner leading the Risk Advisory Services. Also, he is currently the Founder and Managing Director of the OverSight Consulting & Training (Al Rusd Al Hadith) Firm. He is the Chief Audit Executive Consultant at Segura Consulting, LLC. He is a SME at AoN. 

Hossam El Shaffei is active promoting and developing the oversight profession. He is serving on the FIFA/CAF Reform Committee. He is a Trustee, Board of Trustees of the Internal Audit Foundation at The Global Institute of Internal Auditors, IIA. He is the Chairman of the Board Higher Education Committee at the Association of Certified Fraud Examiners, ACFE. He is serving on the ACFE Advisory Council. He served on The IIA Global Board Committee on Academic Relations. He founded the ACFE Chapters in Egypt and Jordan. He is the President  & Chairman of the Board of the ACFE Egypt Chapter and Vice Chairman of the Board of the ACFE Jordan Chapter. Also, he is the founder, former president, former Board Member and Chair of the Training Committee at the IIA Jordan Chapter. He also served as Vice President and Treasurer of the Board of Trustees at the American Community Association K-12 education. Hossam is an Internal Audit Quality Assurance Reviewer with the IIA Global. He is a Judge on the IIA Magazine Scholarship. He is the first ever to prepare the materials and conduct Webinars on IIA Global Guidance in Arabic for the Middle East. He is an Authorized CFE Exam Review Course Instructor.

Mr. Hussam Khattab
Hussam Khattab, President of ISACA Amman Chapter. Hussam is IT Audit senior manager with 14 years of experience in banking industry in MENA region. An MBA holder with engineering background. He holds multiple professional certifications and is CISA, CGEIT, PMP and COBIT certified.
Hussam participated in many task forces for authoring and reviewing ISACA white papers/ guidelines related to cybersecurity, privacy and governance. He has published articles in regional magazines and was speaker in ISACA conferences.

Mr. Karim Labib
​Mr. Labib is leading the Security & Facilitation for ICAO Middle East Office, he has accumulated over 15 years' experience in Security Management, International Law, Field operations, Crisis and Risk Management. A former prosecutor with a double master's in Business Management and International Human Rights Law, currently spearheading Security and Facilitation implementation for the Middle East and supporting States in the implementation of ICAO policies, provisions and guidance on facilitation in accordance with Annex 17 and Annex 9 (SARPs). Mr. Labib is the MID region focal point for international, regional and sub-regional organizations to facilitate the delivery of technical assistance aimed at enhancing States' capacities in Counter-Terrorism, Human Trafficking, and Border Control Management in accordance with the relevant security council resolutions and international best standards and practices.
Mr. Mohammad A. Alkhudari
Currently working as CEO, responsible for achieving the company vision and mission by build the plans and setting strategic goals and making sure they are measurable and describable. Assessing risks to the company and ensuring they are monitored and minimized, in addition for building the Cyber Security Product strategy and market strategy including all services for Managed Security Solutions.

Also working on building strategies and market plan for building the new era of Digital based Education with focus on outcomes and usage of latest technologies including AI (Artificial Intelligence) and AR/VR (Augmented and Virtual Reality) content development.

Also worked before as Hybrid IT Manager leading the Hybrid IT Division, where responsible about business development including Converged Systems, software and Cloud. Responsible for country cloud business, planning, customer facing, in addition to cloud implementation and Post sales supervision.

Mr. Mohamed Smaoui 
Mohamed Smaoui is the Deputy Regional Director of the ICAO Middle East Office. He joined ICAO in 2001. He is a Principal Engineer with a Master Degree in Air Navigation Operations from ENAC Toulouse-France.

He is Tunisian and began his civil aviation career with the ANS Service Provider and Aerodrome Operator of Tunisia (OACA) in 1992, where he had been involved in CNS/ATM operations and aerodrome planning and infrastructure projects.

Ms. Nada Khater
Eng. Nada Khater is the division head of e-government strategies at the Ministry of digital economy & entrepreneurship of Jordan. Previously, chief operating officer ‎at information & technology experts (ITX) private company in Jordan. 
She has a bachelor's degree in computer engineering from Balqa Applied University – Faculty of Engineering Technology Jordan ‎in 2006 .
She is also Aided in the developing Jordan’s Government General Policy for ‎information technology, ‎telecommunications, digital transformation & Postal Sectors in 2018. Essential component ‎in supporting four key sectors to enhance digitization, promote ‎innovation, increase ‎productivity and revive economic growth.‎

In addition, eng. Nada participated in the developing and issuance of National ‎Cyber‎Security Strategy 2018-2023, CyberSecurity policies framework 2019, and recently Jordan’s CyberSecurity Law in 2019. Critical instruments to ensure that Jordan’s cyberspace is ‎safe and secure for residents, government as ‎well as businesses. ‎
Mr. Nick Lawrence-Taylor

​Mr. Nick Lawrence-Taylor is currently an Aviation Security Specialist with the Qatar Civil Aviation Authority (QCAA) based in Doha, Qatar. Originally from Australia, he is an industry professional with over 10 years aviation security experience focussing on regulatory oversight and compliance. 
He commenced his aviation security career with the Department of Home Affairs in Sydney as an AVSEC Investigator and later, a Compliance Analyst. During his career in Australia, he investigated alleged breaches of Australian aviation security regulations, worked on complex or systemic matters of non-compliance, represented the Australian Government on Last Port of Call (LPOC) aviation security assessments at foreign airports and was an appointed subject matter expert for the national transport security coordination centre.

In 2013, Mr. Lawrence-Taylor relocated to Qatar and commenced a new career with the QCAA. In his capacity as an Aviation Security Specialist, Mr. Lawrence-Taylor works on a diverse range of matters including the maintenance and development of national policy, practical implementation of relevant international standards and guidance, intergovernmental capacity building, assessment activities across the global Qatar Airways network and most recently - assisting with the development of Qatar’s aviation cyber security strategy.

Mr. Omar Sherin

​​Mr. Omar Sherin Holds a BSc. In computer engineering and with 16 years of cyber security experience specialized in Critical infrastructure protection. He is currently working on CNIs and OT cyber security covering Middle East, Africa and India.

Omar is an elected voting member in the ISA99/IEC62443 standard for industrial control systems security, the highest committee in the standard. Omar is also an international member of the ICSJWG created by the US-DHS, He also lead the National level Critical Infrastructure Information Protection program in a GCC country conducting tens of ICS/OT assessments and working on national level security programs, he also developed National Security standards for several middle eastern countries. Omar was part of the team that developed the world cup cybersecurity framework for Qatar’s world cup 2022, Omar is a certified GICSP, CBCP, GRISC, CERT-IH and a SANS institute ICS Mentor.

Mr. ​Patrick Mana is the EUROCONTROL (the European Organisation for the Safety of Air Navigation) Cyber Security Cell Manager and EATM-CERT Manager (European Air Traffic Management Computer Emergency Response Team).

He has spent his entire career working in air traffic management (ATM). He started 30 years ago working on aviation software development and project/product management.

In 1999, he joined EUROCONTROL, where he led the safety assessment activities, supported ATM stakeholders implementing such practices. He chaired and contributed to international working groups to develop safety related standards (e.g. EUROAE ED12C, ED109, ED120, ED125, ED153).

In 2008, he moved to the Single European Sky Air Traffic Management Research Joint Undertaking (SESAR JU), where he was the Head of the development framework and SJU Programme Manager for all transverse activities including security for six years.

Mr. Pete Cooper
Mr. Pete Cooper is giving independent cyber strategy advice to multi-sector businesses and bodies such as IATA and international organizations. Pete was a Royal Air Force fast jet pilot and the Strategic Cyber Operations adviser to the UK Ministry of Defence (MOD) and Govt where he developed and delivered strategies to counter complex cyber threat actors.  Pete holds a Post Grad in Cyberspace Operations and has published on the topic of developing legal active cyber defence strategies to disrupt advanced cyber threat actors.
He is also a Fellow of the Royal Aeronautical Society, Atlantic Council Cyber Statecraft Senior Fellow and the founder and Director of the UK's only student cyber strategy challenge, designed to develop and highlight the next generation of cyber security leadership.  Additionally, in 2018 he was judged 12th on a list of global cyber security influencers by IFSEC.
As well as advising IATA and on the recently published ICAO Cybersecurity strategy, he is also the author of 'Finding Lift, Minimising Drag', which explored the cybersecurity challenges facing the global aviation sector and advised how regulation, policy and strategy should be developed nationally and internationally to counter the next generation of threats and adversaries.  The findings are still being used and have been incorporated into both national and international policy in multiple regions.
Mr. Raymond CAO

Mr. Raymond is a seconded officer from Hong Kong Police Force currently working at the Cybercrime Directorate of INTERPOL as a Digital Crime Officer.  He is mainly responsible for coordinating INTERPOL's member countries to investigate transnational cybercrime and organizing regional working group meetings to foster closer partnership amongst cybercrime units worldwide.

Raymond has over 10 years of diverse and practical experience in law enforcement related to cybercrime.  Prior to his secondment to INTERPOL, he had been posted to different sections of the cybercrime unit in Hong Kong Police Force overseeing cybercrime investigation, digital forensics, cyber security and cyber intelligence gathering.  

Raymond was promoted to the rank of Chief Inspector of Police in Hong Kong Police Force and obtained his Master Degree in Information Engineering in 2016.

Roland holds a master’s degree in computer sciences and Critical Systems
Engineering from Bordeaux 1 University. He is an Executive MBA candidate at EDHEC business school Paris & Lille, France.
Ms. Rouda AlAmir Ali
Ms. Rouda AlAmir Ali is a programme Officer at the ITU Arab Regional Office, which focuses on promoting the equitable and sustainable development of ICT networks and services for the Arab countries. She is the focal point of the ITU cybersecurity initiative and all its related activities in the region including the ITU Child Online Protection (COP) Initiative and women’s empowerment. She is also carrying out studies and projects in the area of ICT Development in the region.

Rouda has 20 years of experience in Communications and Information Technology. Throughout her career, she held several positions, either technical or managerial in the Syrian Telecommunications Establishment and she had  participated in the development of the Syrian backbone from the first early days with successful record of accomplishment and achievements. The past 9 years are spent in working with the International Organizations, mainly United Nations.

Prior to joining ITU, she worked for the UN-ESCWA as an ICT Officer and drafted the publication on Internet Governance: Challenges & Opportunities in the Arab region. She possesses a Bachelor in Electronical engineering from Damascus University.

Mr. Raymond Luk
With over 20 years experience in regional and international telecommunications, Raymond has much in-depth insight into the industry. He started his career as an IT analyst and later became a satellite engineer.
In 2005, Raymond joined a subsidiary of PCCW and was responsible for North Asia Sales and Marketing activities. Since the formation of PCCW Global, he became part of the Product and Vender Management team and was responsible for carrier relations in Mainland China and Asia Pacific regions. Since 2008, he focused on business development and planning activities in the Middle East and Africa regions. He is currently the Vice President, Strategic Account Management who is responsible for managing voice and data businesses with strategic carrier customers in various African countries, voice business with incumbent operators in China, as well as telecommunications needs from all PCCW and HKT Group companies. 
Raymond graduated from the Polytechnic University of Hong Kong and holds a BEng (first class honours) in Electronic Engineering. He also holds a Master's degree in Electronic Engineering from the Chinese University of Hong Kong.

Dr. Rebekah Tanti-Dougall

Dr. Rebekah Tanti-Dougall is a Senior Associate at ‘Advocates, Tanti-Dougall & Associates’ Law Firm based in Malta. As part of her Legal Doctorate Degree with the University of Malta, she submitted a dissertation on Cyber Terrorism in International Civil Aviation, proposing the text for an International Convention on Cyber Terrorism.

She is author of various articles on the cyber threat, including with Benedict’s Maritime Bulletin, Aviation Security International and LexisNexis. She has also participated as a speaker, panelist, moderator as well as Master of Ceremonies at various international conferences. She lectures Aviation Law and is a member of the Editorial Advisory Board of Aviation Security International.

Dr. Tanti-Dougall is also legal advisor to the Bureau of Air Accidents Investigation in Malta as well as legal advisor on the legal aspects of the cyber threat in aviation to the Ministry of Home Affairs and National Security (MHAS). Dr. Tanti-Dougall represents Malta on the ICAO Secretariat Study Group on Cyber sub-group on legal matters.

Mr. Richard van Wijk
Mr. Richard van Wijk is the global aviation practice lead inside Nokia. With over 25 years of experience in Telecommunications business development & consultancy, Richard has been instrumental in many projects for a number of companies like Lucent, Alcatel-Lucent and Nokia: From contracting the first SDH/DWDM projects to contracting the first LTE Air to Ground Aviation project and private LTE networks for Airports in Europe.
Ms. Samiha Al Busaidi 
Samiha Al Busaidi is Oman Air’s Manager Security Network & Compliance. She has been in the aviation industry for over 16 years out of which 9 with the Security Department. An MBA holder with double degrees Major in Economics and minor in Accounting & Finance and an ICAO-AVSEC PM.
In her years of experience with Oman Air, she is responsible for the entire network (Asia, Africa & Europe) security operations looking after the compliance to the various CAA’s requirements, Security Quality Control, Training & Investigations. She is an AVSEC Auditor, Trainer and Investigator. 

Mr. Saulo da Silva
​Saulo da Silva began his career in the Brazilian Air Force as an Air Traffic Controller in an Area Control Centre in 1985. After finishing his Electrical Engineering course and his Master degree in Air Transport Engineering and a post-graduation in Air Traffic Management he moved to the Brazilian Air Navigation Service Provider where he became a procedure designer and an airspace manager. In his career he participated and provided service as Chairperson of several ICAO regional meetings in the Caribbean and South American Regions as well as represented Brazil in different ICAO Panel of experts.

Saulo joined ICAO in 2007 as an Air Traffic Management Technical Officer and served as Secretary of the Air Traffic Management Requirements and Performance Panel, and the Separation and Airspace Safety Panel, where he led the efforts to develop new concepts and Standards and Recommended Practices related to Information Management, Flight and Flow Information in a collaborative environment and reduced separation minima. Currently Saulo is the Chief of the Global Interoperable Systems Section in the ICAO Air Navigation Bureau and responsible for the development of the Global Air Navigation Plan, the development of system-wide information management (SWIM) and also responsible for the development of a trust framework to help the aviation system to face cyber threats and keep resilience considering the interconnected aviation ecosystem. Saulo is currently pursuing his PhD on cyber safety and resilience.
Mr. Shawn Goudge 
Mr. Goudge initially joined IATA as the Regional Manager Aviation Security for Africa and the Middle East from the Canadian Department of Transport (Transport Canada) in January 2019.
Mr. Goudge has close to 30 years’ experience in the in security, investigative and legal fields in both the public and private sectors. Since 2003 he has focused on transportation security and have specialized in aviation security since 2006. He has obtained substantial knowledge of International Civil Aviation Organization (ICAO) aviation security standards and recommended practices as outlined in Annex 17 and the ICAO Aviation Security Manual (Document 8973).
Shawn is certified by ICAO as Aviation Security Professional Manager (AVSEC-PM) having completed the required training at Concordia University.
During his time with the Transport Canada, he was dedicated to security (all areas); predominantly in the aviation and operations fields as a compliance, audit, project delivery, intelligence, regulation or policy expert. As such, Mr. Goudge has represented Canadian. interests at a wide variety of policy, regulatory and compliance events including ICAO, and other forums. In addition, he has deployed operationally to multiple locations around the world with significant experience in the Middle East Region.
Shawn has operated in numerous locations globally – and has actively supported States, regulatory bodies, carriers, airports, airport authorities, cargo operators and various other aviation security related entities – via the provision of on-site aviation security audits, inspections, gap and vulnerability assessments, tests, evaluations, training, capacity development and other bespoke activities as tasked or requested.
Mr. Shayne Campbell
Mr. Shayne is currently the Safety Programme Manager for CANSO, where he oversees the strategic direction of CANSO’s safety programme, and manages the daily operations and activities of the Safety Standing Committee and its workgroups. He serves as the focal point on safety matters and coordinates with industry and regulatory organisations on behalf of CANSO. Shayne was previously with the FAA, where he spent over 20 years in the Air Traffic Organisation, the last 11 years focused on operational safety. Shayne holds a Bachelor of Science in Professional Aeronautics with a minor in Aviation Safety from Embry-Riddle Aeronautical University, and a Masters of Business Administration from the University of West Georgia.
