Achieving harmonized implementation of ICAO Standards and Recommended Practices (SARPs) is contingent upon the competency of civil aviation managers. To support Member States in reaching the objectives of ICAO global plans and regional safety and security groups, it is crucial to provide adequate management and technical training to senior and middle managers of civil aviation who manage the implementation of SARPs.
Further to the agreement between ICAO and the Government of the People's Republic of China, a dedicated project was initiated to develop and deliver training aimed at senior and middle managers of Civil Aviation Authorities (CAAs) funded by China South-South Cooperation Assistance Fund. The goal of this joint ICAO-China project is to develop a blended course that combines online learning with a 5-day interactive competency-based training aimed at training CAA management personnel of Member States to enhance their competencies in leading ICAO SARPs implementation.
The voluntary contribution provided by the Government of China will support ICAO to provide targeted and competency-based training to CAAs in all Regions in order to enhance the competencies of identified personnel to manage the aviation system in their Sates, as it continues to become more complex and technically advanced.
Course Description
Course Goal: This course aims to enable CAA senior and middle managers to effectively plan, manage and assess the implementation of ICAO SARPs in their States.
Upon completion of the course, participants will be able to accomplish the following:
- work with other CAA managers as a team to plan, manage and assess the implementation of ICAO SARPs;
- use relevant ICAO documentation, processes, tools and techniques to implement ICAO SARPs in their States;
- apply their knowledge to assist their national administration in improving implementation of ICAO SARPs.
Target Audiences

Primary target audience: senior and middle managers of State's CAA in charge of operations in the main technical divisions/sections/departments related to direct implementation of ICAO SARPs.

Secondary target audience: senior and middle managers of State's CAA in charge of support operations for ICAO SARPs successful implementation.

Third target audience: senior and middle managers of airport authorities and air navigation service providers directly managed by State's CAA.
Course format: Blended course (online + classroom). The course will feature case study approach, with a final examination.

Course Registration
A projected 80 Member States are expected to benefit from this training. Invitation letters will be disseminated from ICAO Regional Offices to targeted States. These States will subsequently be invited to nominate participants from the target audiences for online registration.
No registration fee will be charged for this course.
Scholarships will be provided based on the fulfilment of established criteria.
