Industry Guidance Material on Emergency Response and Contingency Planning


The Airports Council International (ACI) in 2014 published an Emergency Preparedness and Contingency Planning Handbook, which provides aerodrome operators with a set of guidelines for the establishment of an Aerodrome Emergency Plan (AEP) framework. In 2019, ACI also published an Airport Business Continuity Handbook, which targets principally airport authorities (owners and/or operators), regulatory authorities, airlines and/or third-party service providers directly involved in day-to-day activities at airports.  It provides detailed information and knowledge about the Business Continuity Management in the airport environment to support the development of functional plans, as part of an organizational emergency response plan, to maintain operations and facilitate a return to “business as usual”.


​The Civil Air Navigation Services Organization (CANSO) equally published in 2019, an Emergency Response Planning Guide as a collection of best practices, knowledge and experience related to contingency plans and procedures from Air Navigation Service Providers (ANSPs) around the world. The purpose was to support ANSPs in developing a formal emergency response plan documenting the transition towards emergency operations and eventually back to normal operations.


​The International Air Transport Association (IATA) in 2015 also published an Emergency Response Best Practices Handbook intended to provide airlines with tools necessary to build and improve their Emergency Response Plans departments, documents and processes.
