Updates to the PBN Manual – 5th Edition
 

 

This webinar will introduce the key changes to the latest edition of the PBN manual, expected to be published in Q4 2022. The revised edition introduces a number of clarifications and changes based on the experience of PBN implementation since Edition 4 was published in 2013.  These include the use of RF legs in PBN procedure design, the application of PBN to free route airspace, clarification on the holding capabilities referred to in the navigation specifications and the use of VNAV for PBN instrument approaches.

 

Additionally, significant changes are introduced into the Advanced RNP navigation specification – such as the removal of RNP scalability and the exclusion of the final approach segment – and the introduction of RNP AR Departures (DP) into a new combined RNP AR Chapter.

 
 

The webinar will be presented by the lead authors of the revised text, who will provide first-hand knowledge and rationales for the changes.

Speakers:

 

Barry Miller (FAA)

Barry Miller is a senior aerospace engineer and technical pilot working for the Aircraft Certification Service of the U.S. Federal Aviation Administration (FAA).  He has over 50 years of pilot experience flying all types of aircraft, from hot-air balloons and sailplanes to operating multi-engine transport aircraft all over the globe.  He holds single and multi-engine ATP certificates and multiple aircraft type ratings.  He is a long-standing airworthiness advisor to the ICAO PBN Study Group; and he has served as an advisor to multiple ICAO panels as well.  He has been a contributing author to public standards, guidance materials, rulemaking and airworthiness approvals for avionics and aircraft.
 

Geoff Burtenshaw (UK CAA)

Geoff, as Technical Development Support within UK CAA Flight Operations,  has worked for the UK CAA for over 33 years, fulfilling a number of roles, including working in: aircraft systems certification, flight test and in airspace policy as the UK's PBN Implementation Lead.  Today he acts in a technical support role reporting to the CAA's Flight Operations Manager.  Throughout his career within the CAA, Geoff has been involved in developing regulatory standards and requirements support airborne navigation systems and has worked extensively with industry bodies including EUROCAE/RTCA, JAA/EASA, EUROCONTROL and ICAO, the latter as the UK Member to both the Navigation Systems Panel and the PBN Study Group.  Over the last few years, Geoff has chaired the PBN Study Group and guided the production of Edition 5 of the PBN Manual – ICAO Doc 9613. 
 

David Nakamura (Principle Systems Engineer, MITRE CAASD)

​David has worked for many years supporting the development of PBN in numerous expert groups, including RTCA and Eurocae, airlines, and other aviation industries. He is a former Chair of the ICAO PBN Study Group, and currently working for MITRE as well as acting as president of Advanced PBN Solutions. He is also an ICAO Walter Binaghi Laurel Award Recipient.
 

Corrine Bousquet (DSNA France)

Corrine is a senior expert in in-flight instrument procedure design and implementation.
 

 

She currently works for the French Air Navigation Service Provider (DSNA) to support the operational implementation of the French PBN Plan, as PBN Innovation Program Manager. She is currently working on the creation of a document guiding and describing the different steps of the design and implementation of IFR procedures to ensure and maintain the quality and integrity of published information.

 
 

She is a member of the EURNAT PBN TF (ICAO, Paris) and PBN ISG (PBN Implementation Sub-Group, Eurocontrol). She was the adviser of the French member of ICAO PBN SG. She represents the French DGAC on the steering committees of the ICAO Flight Procedure Programs (FPP AFI and APAC). DSNA/DTI 
 

Benoir Roturier

​Benoit Roturier graduated as a CNS systems engineer from Ecole Nationale de l'Aviation Civile in 1985, qualified as an Instrument Flight Rules pilot in 1993, and obtained a Ph.D. in 1995. Now program director for Satellite-based CNS & PBN within DSNA. Involved in international standardization activities as the chairperson of the ICAO NSP and chair of the ATM WG of the ICAO PBNSG.
